4.65.010 ESTABLISHMENT.

(A)    There is established a commission on salaries and emoluments of elected officials, school board members, planning commission members, and platting board members.

4.65.015 MEMBERSHIP.

(A)    The commission is composed of five members appointed for terms of three years; provided, that the terms of the commission members shall be staggered so that at least one member is appointed annually. The commission members shall be composed of at least one business executive, one member of the general public, one person with experience in public administration, and one member of a labor organization.

(B)    A member of the commission may neither be employed by the municipality during the term for which he is appointed, nor hold elective municipal office during their term or within a year thereafter.

4.65.020 MEETINGS.

(A)    The commission shall convene to submit their recommendations at least every two years, but not more frequently than every year.

(1)    The commission may meet as many times as they deem necessary for the purpose of forming their recommendations.

(B)    A quorum shall be three members to conduct business.

4.65.025 DUTIES.

(A)    The commission shall have the following duties:

(1)    review and advise the assembly and school board as to the appropriate compensation, including salaries, benefits, and allowances, if any, of elected officials;

(2)    review and advise the assembly as to the appropriate compensation of planning commission and platting board members, if any;

(3)    the commission shall afford an opportunity for the public to be heard before reporting to the assembly any recommendations; and

(4)    the commission shall forward their recommendations to the assembly and school board regarding their recommendations no later than 90 days before the end of the fiscal year.
