9.20.010 Estimated costs.
A new water reservoir commonly referred to as the “Northeast Omak Reservoir” shall be constructed, together with a pump house, pump and transmission main, with a preliminary cost estimate of four hundred eighty-four thousand dollars, as shown in Exhibit 1 of Section 9.20.050. Said project shall also include real property for the reservoir site, a water well, and access easement and pipeline easement, and transmission line from the well to the reservoir site, with a preliminary estimated value of approximately two hundred fifty thousand dollars, for a total preliminary project cost estimate of nearly seven hundred fifty thousand dollars. 9.20.020 Division of costs.
The above costs shall be roughly divided in thirds with the city of Omak being responsible for one-third of the total project costs based on the theory that all users benefit from supply from a new water source. One-third shall be borne by those engaged in “development activity” as set forth herein. For purposes of this ordinance, “development activity” is defined as construction or expansion of a building, structure, or use, or any change in use of a building or structure, or any change in the use of land created additional demand for water within the city limits. The final one-third shall be the responsibility of the developers of the area shown as “Koala Business Park” on Exhibit 2, available at the city clerk’s office, and shall consist of a combination of assessments on the development within said Koala Business Park or transfer to the city of a water well acceptable to the city, donation of a site for the new reservoir and easements thereto, and granting utility and access easements and construction of a new transmission main from the new reservoir to the existing system piping at the intersection of Koala Drive and Copple Road. 9.20.030 Water assessment fees.
There are hereby imposed water assessment fees to continue for a twenty year period as follows:

For purposes of this ordinance, the upper pressure zone is defined as all land above an approximate elevation of one thousand feet MSL. The middle pressure zone is land above an approximate elevation of nine hundred feet MSL, but less than an approximate elevation of one thousand MSL. The low pressure zone is defined as all land within the city below and approximate elevation of nine hundred feet MSL.
The Wildwood subdivision in northwest Omak will require its own reservoir in the future and will not be benefited by the Northeast Omak Reservoir improvements. Therefore, properties which connect to a Wildwood area reservoir will not be assessed a water assessment under the above capital cost recovery program. (Ord. 1347 § 2, 1997: Ord. 1342 § 3, 1997)
9.20.040 Allocation of revenue.
All water assessment receipts collected pursuant to this ordinance shall be earmarked specifically for the Northeast Omak Reservoir and shall be retained in special interest-bearing accounts and expended only for the construction costs of the Northeast Omak Reservoir. (Ord. 1342 § 4, 1997)
