2.20.010 Members – Appointment.

The Parks, Recreation and Trails Advisory Board (“PRTAB” or “Board” hereafter) shall consist of no less than five and no more than 10 members appointed by the Mayor subject to confirmation by the City Council. (Ord. 2113 § 1 (Exh. 1), 2019; Ord. 2022 § 1 (Exh. 1), 2017; Ord. 1767 § 2, 2013)

2.20.020 Membership – Terms, residency.

With the exception of Position No. 10, all Board members shall serve four-year terms. Positions and their expiration dates shall be assigned as follows: Position Nos. 1, 2, 3 and 4 terms expire on August 31st of odd years, beginning August 31, 2019. Position Nos. 5, 6, 7, 8, and 9 expire on August 31st of odd years, beginning August 31, 2017. Position No. 10 will be reserved for a high school student reappointed annually before November 1st of each calendar year. A quorum shall be defined as a majority plus one of the current membership number. Upon expiration of said term, the position shall be advertised seeking applicants to participate on the Board. A Board member whose term is expiring may reapply to serve an additional term subject to recommendation by the Mayor and confirmation by the City Council. No limitations are created regarding the number of terms a Board member may serve.

At least four members of the Board shall reside within the City limits at the time of their appointment and throughout their terms in office. Up to five members may be nonresidents who live in the Ferndale School District or whose main employment is with a business located within the Ferndale City limits. 2.20.030 Members – Removal, resignation and vacancies.

Members may be removed by the Mayor with approval of the City Council upon a finding of circumstances preventing or interfering with their attendance at meetings or full performance of their Board functions. The Board may make an official recommendation to the Mayor, upon finding of cause, that a member of PRTAB should be removed. If the Mayor agrees with the recommendation, the Mayor must still bring a PRTAB-recommended removal to the City Council for approval. Members may resign to serve on other boards or for other good reason by providing 30 days’ advance written notice to the Mayor. Vacancies shall be filled for unexpired terms in the same manner as appointments are made. (Ord. 1767 § 2, 2013)

2.20.040 Authority, powers and duties.

A.    The PRTAB shall be an advisory board to the City Council and shall have and exercise those powers and that authority prescribed in this chapter or in subsequent ordinances or resolutions of the City Council.

B.    All authorizations for expenditures, incurring of any costs or indebtedness or employment of any person by the Board shall be made by the City Council.

C.    The Board shall continually assess the City park and recreational facilities, programs, needs and costs and make recommendations to the City Council for the care, management, supervision, improvement and budgeting for City parks and recreational facilities as well as providing recommendations related to the updating of the City’s Parks Master Plan. 2.20.050 Rules and meetings.

The Board may establish rules for transaction of its business. The meetings and other sessions of each Board shall be open to the public in accordance with the provisions of Chapter 42.30 RCW. At meetings of the Board, a majority of the members of the Board shall constitute a quorum for the transaction of business. The vote of the majority of the members present at an official public meeting of the board may constitute a decision or recommendation of the Board. (Ord. 1767 § 2, 2013)
