The principles of liability as defined in Chapter 9A.08 RCW are hereby adopted by reference as set forth in full herein. (Ord. 1105 § 2 (part), 2004)
6.04.020 Word usage.
For purposes of this chapter words used in the present tense shall include the future, the plural shall include the singular, the words “will” and “shall” are mandatory as opposed to directory, the word “may” indicates that discretion is allowed, and the masculine or feminine gender includes the other. 6.04.030 Liberal construction.
The chapter shall be liberally construed to give full effect to the objectives and purpose for which it was adopted, including the health, safety and welfare of animals and humans. (Ord. 1105 § 2 (part), 2004)
