13.04.010 Definitions.
A. For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning:
1. "Address" means a number in combination with a street name which defines the approximate location of a lot on that street.
2. "Avenue" means a road with a predominantly east-west alignment.
3. "Boulevard" means an arterial standard road at least one mile in length with a predominantly east-west alignment.
4. "Circle" means a road with a permanent dead-end.
5. "Court" means a road under one thousand feet in length with a predominantly east-west alignment.
6. "Drive" means a road of any length with a curvilinear alignment.
7. "Grid" means a series of parallel, equidistant, approximately east-west lines which intersect at right angles with a second series of parallel, equidistant, approximately north-south lines, centered on one east-west axis and one north-south axis, intersecting at an origin. The grid need not be rectilinear, but may follow grid base lines located on natural or manmade geographical features. The grid shall establish a coordinate system for location of property within the system.
8. "Highway" means a road on the state of Alaska primary or secondary highway system.
9. "Lane" means a road under one thousand feet in length with a predominantly northeast or southwest alignment.
10. "Loop" means a road constructed in curvilinear or other manner to intersect with the same street from which it began.
11. "Lot" means a lot, tract or parcel of land created by subdivision or otherwise which has defined physical boundaries and may be separately sold or conveyed.
12. "Parkway" means an arterial standard road at least one mile in length with a predominantly north-south alignment.
13. "Place" means a road under one thousand feet in length with a predominantly north-south alignment.
14. "Street" means a road with a predominantly east-west alignment.
15. "Way" means a road under one thousand feet in length with a predominantly northwest or southeast alignment.
16. "Driveway" means a thoroughfare between a named road and an addressable feature. (Ord. 2022-02, 2022).
13.04.020 Applicability.
A. Street Names. The names of all streets operated, maintained or owned by the borough, and all streets named on subdivision plats are subject to the provisions of this chapter.
B. Street Address Numbers. All street address numbers and numbers identifying buildings or lots adjacent to a street or public right-of-way in the borough are subject to the provisions of this chapter. (Ord. 2022-02, 2022).
13.04.030 Uniform grid systems.
A. Where grid systems are established in the borough, all lots and parcels of land within the defined area of the grid system shall have street addresses assigned in accordance with the applicable grid system.
B. The Naknek and King Salmon grid system is established for numbering of streets.
1. The Naknek and King Salmon grid system is more particularly described as:
Townships along the Alaska Peninsula Highway
All within the Bristol Bay Borough
2. Intersection of Airport Road and Alaska Peninsula Highway: All addresses accessed from the Alaska Peninsula Highway will be measured from west to east beginning at said intersection and extending east to its terminus at the Naknek River.
3. Alaska Peninsula Highway: Any address accessed from named roads other than the Alaska Peninsula Highway will be based on shortest distance along approved named roads initiating at intersection point of said highway.
Paul’s Creek will delimitate between Naknek and King Salmon villages.
C. The South Naknek grid system is established for numbering of streets.
1. The South Naknek grid system is more particularly described as:
Townships within the Borough on the south side of the Naknek River
All within the Bristol Bay Borough
2. Intersection of Second Street and South Airport Road: All addresses will be based on distance from this point along approved named roads. (Ord. 2022-02, 2022).
13.04.040 Street numbering standards.
A. Numbers are assigned based on access to a borough approved named road and measured distance to base point. Buildings with multiple access points will receive an address for the primary entrance.
B. For measuring purposes, the beginning of the road is the center of the intersection, or where the road begins. The distance along a road will be measured from the beginning of the road, following the centerline to the perpendicular point of access for the location being addressed.
C. Address numbers are based on distances in increments of one-thousandths of a mile to the corresponding base point. Under this system the frontage interval is 5.28 feet. Therefore, one number every 5.28 feet along the road centerline path. Per mile of roadway this will give five hundred possible odd-numbered addresses on one side of the road and five hundred possible even-numbered addresses on the other side of the road. If odd or even addresses are assigned to both sides of the road there will be five hundred possible addresses per mile, this applies to King Salmon and Naknek.
Example: Access to structure is 1.250 miles along "named road" from base point, address will be 1250 "named road."
D. King Salmon and Naknek:
1. Even numbers assigned to all addresses north of the Alaska Peninsula Highway and on extension along Beach Access Road to the west.
2. Odd numbers assigned to all addresses south of the Alaska Peninsula Highway and on extension along Beach Access Road to the west.
3. Lake Camp Road is treated as a long road extended from its intersection point with Alaska Peninsula Highway. Even numbers generally fall on the north and east sides of the road. Odd numbers generally fall on the south and west sides of the road.
E. South Naknek:
1. Even numbers generally fall on the north and east sides of the road.
2. Odd numbers generally fall on the south and west sides of the road.
3. In the event a road changes directionally, odd and even numbering will remain on the same side of the road for the entire length of the road as established at the origin point. (Ord. 2022-02, 2022).
13.04.050 Numbering of nonstandard streets.
A. Diagonal Streets. Addresses on a diagonal street shall be assigned on the north-south or east-west axis according to the predominant direction of the street from the grid base line. A perfect diagonal street may be arbitrarily assigned on either axis.
B. Curvilinear Streets. Numbers on a curvilinear street shall be assigned from the axis that is most nearly at a right angle to the predominant direction of the right-of-way.
C. Cul-de-Sacs/Circles. Numbers shall be assigned odd or even on either side of the extension of the centerline of the street entering the cul-de-sac as if the street continued in that direction.
D. Loops. Addresses shall be assigned on the north-south or east-west axis, according to the predominant direction from the grid base line. (Ord. 2022-02, 2022).
13.04.060 Address numbering of buildings.
A. Lot or Building. A lot or building shall be assigned a street address corresponding to the street on which it has the most frontage, except that:
1. A building on a lot adjacent to more than one street shall be assigned a street address corresponding to the principal point of access to the lot;
2. A building adjacent to more than one street with more than one principal street entrance shall be assigned a street address on the street to which the building is closest; and
3. A building or lot adjacent to one street but accessing from another street due to topography restraints shall be addressed off the street where the access point exists.
B. Single Address. Unless otherwise provided in this section, all buildings on a single lot or parcel shall be assigned a single address for each separate building. The property owner may assign individual alphanumeric address suffixes to each business or dwelling unit within the addressed building.
C. Residential Buildings. Residential buildings shall be addressed as follows:
1. Single-family dwellings shall be assigned one address number.
2. Duplexes, condominiums, townhouses and multifamily dwellings shall be assigned one number per building. The property owner may assign individual alphanumeric address suffixes to each business or dwelling unit within the addressed building.
3. The main parcel or tract will be assigned a single address. Each space within a mobile home park shall be assigned a space number or letter by the operator of the park.
D. Commercial or Industrial Buildings. Commercial or industrial buildings shall be addressed as follows:
1. Buildings adjoining each other and having separate entrances facing the street shall be assigned an individual address per building.
2. Individual buildings containing more than one outside entrance facing the street may be assigned one address per entrance at the discretion of the borough in the following situations:
a. The entrance serves as the only principal entrance for a single business.
b. The entrance serves several businesses which cannot be accessed from other street-fronting entrances in the building.
3. Auxiliary buildings of commercial and industrial facilities shall be assigned separate addresses if mail is received or business is transacted at those buildings or facilities.
4. A shopping center or mall with internal access to all businesses shall be assigned a single address for the center.
5. Business condominiums shall be assigned separate addresses for each separately owned unit which has a separate street entrance. (Ord. 2022-02, 2022).
13.04.070 Posting street address required.
A. The owner of any lot with a building assigned a street number shall post the assigned street address number on or in front of the addressed building or lot in a location where it is visible from the street.
B. Street address numbers shall contrast with the background and shall be not less than four inches in height.
C. On any lot facing more than one street, the assigned address shall be posted to face only the street addressed.
D. The street number shall be posted no more than fifty feet from the street. (Ord. 2022-02, 2022).
13.04.080 Street names.
A. The names of all streets subject to this chapter shall be approved by the borough.
B. Streets constructed by the borough shall be named at the time of construction.
C. Streets constructed or dedicated as part of a subdivision development shall be approved in accordance with related Borough Code. (Ord. 2022-02, 2022).
13.04.090 New street name standards.
A. New street names will follow street name rules and aim for compliance with the National Emergency Number Association Standards.
1. Streets shall be provided a suffix using the information in the definitions section.
2. No new street will be a designated letter or number— streets that currently exist will be exempt.
3. Street names containing directional should be avoided example: Northwoods.
4. Directional prefixes should only be used when roads cross established addressing baselines.
5. New street names should not exceed seventeen characters.
B. A street that is a continuation of an existing street or which has an identical alignment as an existing street shall be assigned the existing street name.
C. Duplication of existing street names is prohibited. A different suffix (Street, Ave., etc.) does not constitute a different name. Streets that currently exist are exempt. (Ord. 2022-02, 2022).
13.04.100 Street name changes and fees.
A. The platting officer may change a street name as follows:
1. By resolution initiated by:
a. The platting officer’s own initiative; or
b. A petition from the owners of a majority of the number of lots adjacent to a street;
2. If notice is given as required by subsection C of this section;
3. If the street name meets the requirements of this chapter;
4. A platting board public hearing may be held on the proposed change at the request of the platting officer or a petitioner;
5. If the change is effective no sooner than thirty days after the publication date of the notice;
6. A fee will be charged when the petition is filed; and
7. If the name change is for reasons contained in subsection B of this section.
B. The manager or the manager’s designee may change a street name after notice as required by subsection C of this section if:
1. The street name duplicates or is substantially similar to another existing street name;
2. The street alignment or classification is changed by new construction;
3. The actual use of a road does not conform to the definition which was previously assigned to the road;
4. The classification of the road conflicts with the addressing system of the U.S. Postal Service;
5. The continuity of an existing road name is interrupted;
6. The use of "east," "west," "north" and "south" conflicts with the addressing system used by the U.S. Postal Service; or
7. The present name violates the provisions of this chapter.
C. Notice of a proposed street name change shall be given at least thirty days before the change is effective. Notice shall be published in a newspaper in general circulation in the borough. The notice shall state the proposed effective date for the change. If a public hearing is required, the notice shall include the date, time and place of the public hearing on the name change.
D. A road name change request application shall have a fee of no less than two hundred fifty dollars.
E. New road naming will not require a fee. (Ord. 2022-02, 2022).
13.04.110 Records.
Records of assigned street addresses shall be maintained by the borough for each lot within a grid system established under this chapter. (Ord. 2022-02, 2022).
13.04.120 Violations, enforcement, and penalties.
A. Except as otherwise specified in this chapter violations of this chapter are infractions.
B. Remedies, enforcement actions, and penalties shall be consistent with the terms and provisions of Borough Code. (Ord. 2022-02, 2022).
