PARKS AND RECREATION DEPARTMENT

2.74.030 Parks and recreation director—Duties.
2.74.010 Purpose.
The purpose of this chapter is to promote and preserve the health and general welfare of the people of the city and to promote the development of good citizenship by provision for adequate programs of community recreation and by provision of adequate facilities for such programs. 2.74.020 Parks and recreation department established—Parks and recreation director designated head.
There shall be a parks and recreation department consisting of the parks and recreation director and such other employees as authorized by the annual budget. The head of the department shall be the parks and recreation director which shall be under the direction of the city manager. The department is empowered to plan, manage, operate and maintain city park and recreation facilities and programs for the city. (Ord. 89-07 § 1 (part), 1989.)
2.74.030 Parks and recreation director—Duties.
The parks and recreation director shall:
A. Make recommendations with regard to the annual budget and capital improvement plan of the department;
B. Administer departmental financial procedures, records and correspondence;
C. Recommend such rules and regulations as should be adopted to facilitate the planning, management, operation and maintenance of the city’s park and recreation facilities and programs;
D. Supervise a small staff of departmental employees and volunteers;
E. Recruit and coordinate volunteers in organizing and executing community recreation programs and leagues;
F. Maintain all parks and recreation facilities and equipment and athletic fields;
G. Act as an advisor to all park and recreation facility user groups;
H. Oversee any activities for organizations utilizing the parks and recreation department as a sponsor for their activities;
I. Develop and execute programs of community beautification;
J. Develop proposals for grants and user charges to support the cost of departmental improvements and operation;
K. Organize, publicize and execute a year-round recreation program for all age groups, including social and sports activities, outdoor recreation, arts, crafts, and special programs;
L. Coordinate engineering and design activities and capital projects relating to parks construction and recreation activities;
M. Act as staff for the parks and recreation commission and provide necessary reports, research, training or other information which may be required;
N. Act as liaison to the council concerning any and all matters related to planning and development of the parks and recreation program. (Ord. 90-06 § 1, 1990; Ord. 89-07 § 1 (part), 1989.)
2.74.040 Jurisdiction.
The parks and recreation department shall have jurisdiction over all parks and recreation grounds and facilities within the city limit. (Ord. 89-07 § 1 (part), 1989.)
