7.10.010 Establishment.

A. The Parks and Recreation Advisory Commission is established.

B. The Commission shall consist of five members, of which the majority shall be residents of the City. Membership should include representatives from the community with interests in parks, recreation, trails, playgrounds, bikeways, the arts and the general public.

C. Commission members shall be nominated by the Mayor and confirmed by the City Council.

D. The term of each Commission member shall be three years beginning on July 1st and ending on June 30th. Terms shall be staggered by the appointment of initial members so that as nearly as possible a pro rata number of members are appointed for each year. Members first appointed shall draw lots for one-, two-, and three-year terms. Any vacancy during the unexpired term of an appointive member shall be filled by the Council for the remainder of the term.

E. Except as provided for in this chapter the Commission shall be governed by Chapter 7.05 HMC, General Procedures.

F. The Public Works Department or designee shall serve as staff to the Commission. (Ord. 17-10 § 5, 2017)

7.10.020 Purpose.

The purpose of the Commission is to develop, support and advise the City Council on all matters pertaining to City parks, recreational programs and projects. (Ord. 17-10 § 5, 2017)

7.10.030 Duties and responsibilities.

A. The Commission shall have the following duties and responsibilities:

1. Advise the Public Works Director, the Mayor and the Planning Commission pertaining to the parks, recreational and open space goals in the City’s Comprehensive Plan and recommend changes necessary in keeping with the community needs and future growth;

2. Assist the City in enrolling and assisting volunteer groups and individuals to operate, maintain, or improve City parks and recreation facilities and programs;

3. Recommend to the City Council regulations for the safe, fair, and efficient public use of parks and recreation facilities as provided for in Chapter 11.06 HMC, Parks and Recreation Facilities;

4. Provide input and recommendations on issues relating to placement of memorials and plaques on City property;

5. Provide input and recommendations pertaining to the budget for City parks including changes to the established fees for use of facilities and properties;

6. Recommend, research and when possible write for grant opportunities to fund projects for city parks, recreational facilities and programs;

7. Prepare written reports and, through the chair, present their findings and recommendations to the City Council on any given item at the regularly scheduled City Council meetings. (Ord. 17-10 § 5, 2017)

7.10.040 Meetings.

A. The Commission shall meet as deemed necessary by the Commission; however, meetings shall not be held less than every quarter.

B. All meetings shall be conducted in accordance with HMC 7.05.070.

C. The Commission shall record minutes of each meeting and forward them to the City Council and Planning Commission through the City Clerk. (Ord. 17-10 § 5, 2017)

7.10.050 Officers.

The Commission shall have a chairperson and a vice-chairperson, who shall be elected by and from the Commission for a term of one year. Election of officers shall be the first order of business at any time that an officer’s seat is not filled. (Ord. 17-10 § 5, 2017)

7.10.060 Compensation.

Members of the Parks and Recreation Commission shall receive no compensation. (Ord. 17-10 § 5, 2017)
