APPOINTIVE BOARDS AND COMMISSIONS
Section 1. Appointive Boards and Commissions
A. The Council may, by ordinance, resolution, or motion, create or abolish boards, commissions, or committees as in its judgment are required, and may grant to them such powers and duties as are consistent with this Charter.
B. Each board and commission shall consist of five or seven members, unless otherwise provided in this Article or by state law or ordinance, who shall be appointed by the Council and shall serve without pay. Ex officio membership may be appointed by the Council.
C. If any board or committee member is absent from more than three consecutive regular meetings, or a total of four regular meetings in any calendar year, without the consent of the board or committee duly recorded in the minutes, they shall thereupon cease to hold office. This action will commence immediately and does not require board or committee action if all conditions of this section are met. Meetings that are canceled do not apply to this section.
D. Vacancies shall be filled by the Council. The Council shall designate the term of the appointment. Qualified and interested persons eligible to fill the vacancy shall be identified from the community.
E. A member of a board or commission shall serve a term of three years, with the terms of the members to be staggered.
F. All expiring terms shall end on March 1st of the appropriate year, except that if the successor has not been appointed, a member’s term shall extend until his successor has been appointed.
G. Members of boards and commissions may be removed at the pleasure of the Council.
