Chapter XV.
GENERAL PROVISIONS
Section 1. Official Bonds
The Council shall provide by ordinance for the bonding of City officials, conditioned on faithful performance payable to the City, in a principal amount to be established by the Council. The premium on such bonds shall be paid by the City.
Section 2. Oath of Office
Every City officer, whether elected or appointed under this Charter, or under any City ordinance, shall, before entering upon official duties, take and subscribe an oath of office in the form of the official oath required by state law.
Section 3. Liability Insurance
The Council shall provide liability coverage for the City and its officers, agents, employees, and members of boards and commissions while engaged in governmental or proprietary capacities. The premiums on such coverage shall be paid by the City.
Section 4. Severability
If any provision or application of this Charter is held to be invalid by a court of competent jurisdiction, such invalidity will not affect any remaining provision or the application thereof.
Section 5. Violations of Charter and City Ordinances; Imprisonment of Violators
Any violation of this Charter or any City ordinance, not otherwise designated, shall be deemed a misdemeanor, and may be prosecuted by City authorities in the name of the State of Arizona, or redressed by civil action. Any person sentenced to imprisonment for any violation of this Charter, or any ordinance, may be imprisoned in a jail as the Council, by ordinance, prescribes.
Section 6. Plenary and Implied Powers of the Council
The Council has plenary power to enact and make all proper and necessary ordinances, resolutions, and orders to carry out and give effect to the express and implied powers granted in this Charter, to the end that a complete, harmonious, and effective municipal government may be initiated, installed, operated, and maintained in the City, and thereby protect and safeguard the rights, interests, health, safety, and welfare of the City and its inhabitants.
Section 7. City Charter Review
At least every ten years, the Council shall consider the formation of a charter review committee to review this Charter.
