2.11.010 Office established.

Pursuant to Government Code Section 26980, there is hereby established in the county of Alpine an office of director of finance. The office shall be filled by appointment (not election) in accordance with any applicable statutory requirements and shall serve as an “at will” employee of the county who may be terminated without cause. The office shall be consolidated with the offices of auditor, controller, treasurer, and tax collector, and have all of the powers and duties of such offices so consolidated together with such other powers and duties as the board of supervisors may provide. The offices so consolidated shall no longer be elective upon such consolidation, which shall occur and be effective as soon after the adoption of the ordinance codified in this chapter as may be permitted by applicable law based on the expiration of the then current terms of office of the incumbents of those offices. 2.11.020 Qualifications.

Any person may be appointed to the office of director of finance, consolidated from other offices pursuant to this chapter, if he or she meets the qualifications set forth in state law for those offices. The board of supervisors shall use its best efforts to ensure that the individual appointed to the office of director of finance possesses such high levels of experience and education, exceeding the minimum qualifications set by state law, as may be deemed necessary and appropriate by the board of supervisors in order to achieve the county’s financial goals and objectives.
