2.12.010 Transfer of assessor’s duties.

The duties performed by the city assessor other than the assessing of property in the city and the duties performed by the city tax collector other than the collection of ad valorem taxes on property and the collection of special assessments for municipal purposes are transferred to the city clerk. (Prior code § 2-221).

2.12.020 Duties – Generally.

The duties of the city clerk shall be as follows:

A. To keep an accurate record of all proceedings of the city council in minute books devoted exclusively to such purposes, which shall also contain a comprehensive index;

B. To keep a book of ordinances recording all city ordinances and bearing those certifications required by law;

C. To keep and maintain custody of the city seal;

D. To administer oaths or affirmations;

E. To take and certify affidavits and depositions pertaining to city affairs and business;

F. To take acknowledgement of instruments within the city;

G. To serve as clerk to the council;

H. To attest, index and file resolutions of the city council;

I. To administer and file oaths of office;

J. To conduct municipal elections;

K. To receive petitions relating to initiative, referendum or recall;

L. To conduct annexation proceedings to countersign general obligation bonds of the city;

M. To attest to subpoenas;

N. To file affidavits of completion;

O. To file name change instruments for various purposes;

P. To perform duties concerning improvement district proceedings, street vacations, and filing claims as may from time to time be prescribed by the city council;

Q. To give notice of public hearings;

R. To receive objections to public destruction of bonds;

S. To act as the financial disclosure officer for statements of economic interest;

T. To perform such other general secretarial skills as designated by the city council and necessary to the day-to-day operation of his/her office;

U. To perform such other duties as from time to time the city council so directs. (Amended during 2004 republication; Ord. 83-16 N.S. § 1, 1984).
