9.12.010 Deposit of rubbish on streets prohibited.

No person shall dump or place or permit to accumulate in or upon any land or ditch, road, street, sidewalk, or alley within the city any dead animal, butcher’s offal, fish or parts of fish, or any waste vegetable or animal matter, or any garbage, filth, rubbish, waste or refuse except in an approved refuse receptacle or in a place approved as a dump. This does not prohibit the dumping of clean fill on private property, unless such dumping creates a nuisance. No person upon any sidewalk shall carry so as to be offensive to other persons any rubbish, garbage or filth. (Ord. 79-5 N.S. § 1, 1979).

9.12.020 Littering prohibited.

It is unlawful for any person to throw, place, scatter, or deposit, or cause to be thrown, placed, scattered, or deposited, upon any street, sidewalk, alley, or public place in the city, any handbills, posters, dodgers, advertisements, paper, sweepings, feathers, hay, straw, grass, weeds, tree and shrub trimmings, glass, crockery, tins, fruit, vegetables, manure, offal, dead animals, filth, debris, swill, or any garbage, rubbish, or refuse, except as specifically provided for in this section; provided, however, that this section shall not apply to grass, weeds, leaves, tree and shrub trimmings, and yard sweepings, when placed out in the prescribed manner for regularly scheduled pickup as provided in this code. 9.12.030 Depositing refuse on private property prohibited.

It is unlawful for any person to throw, drop, leave, dump, bury, burn, place, keep, accumulate, or otherwise dispose of any garbage, refuse or rubbish upon the private property of another person either with or without intent to later remove the same without the consent of the other person, and then only in an approved garbage or refuse receptacle intended for regularly scheduled pickup. (Ord. 79-5 N.S. § 3, 1979).

9.12.040 Violation – Penalty.

Repealed by Ord. 03-9. (Ord. 79-5 N.S. § 5, 1979).
