OTHER OFFICERS

2.10.010 Other officers.
In addition to the City Manager, the other officers of the City shall be those specified in this chapter. The Council shall fix the compensation for each officer. Each officer shall perform such duties as may be prescribed by law or this code, and such additional duties as specified herein.
2.10.020 City Attorney.
A. Office. There is established the office of City Attorney. The Council shall appoint the City Attorney.
B. Additional Duties. The City Attorney shall perform such duties as may be prescribed by the Council.
C. Special Counsel. In addition to the City Attorney, the Council may appoint special counsel to represent the City at a salary to be fixed by the Council. Special Counsel shall perform such duties as may be prescribed by the Council.
2.10.030 Chief of Police.
A. Office. There is established the office of Chief of Police, who shall be appointed by and report to the City Manager.
2.10.040 Director of Public Works.
A. Office. There is established the position of Director of Public Works, who shall be appointed by and report to the City Manager. The Director of Public Works shall also serve as the City Engineer and Superintendent of Streets, and references, if any, to those two positions throughout this code shall mean the Director of Public Works. If the Director of Public Works does not hold a California certification of registration as a civil engineer, then the City Manager may appoint another employee or consulting civil engineer as the City Engineer to perform the duties and responsibilities that necessitate such a certification of registration.
B. Additional Duties. The Director of Public Works shall supervise all activities of the Public Works Department including the water, wastewater, sewer, storm drainage system, streets, lighting, public buildings, parks and engineering functions. 2.10.050 Administrative Services Director.
A. Office. There is established the office of Administrative Services Director, who shall be appointed by and report to the City Manager. The Administrative Services Director shall also serve as the City Treasurer.
B. Additional Duties. The Administrative Services Director shall specifically have the duties prescribed in Government Code Sections 37201 through 37210, and the City Treasurer shall specifically have the duties prescribed in Government Code Sections 41001 through 41007 as amended from time to time.
C. The Administrative Services Director shall have the same duties of the Finance Director, Tax Administrator, and Tax Collector as referenced in the Calistoga Municipal Code. (Ord. 611 § 3, 2004; Ord. 405 § 2, 1985).
2.10.060 Director of Planning and Building.
A. Office. There is established a position of Director of Planning and Building, who shall be appointed by and report to the City Manager.
B. Additional Duties. The Director of Planning and Building shall plan, organize and direct the programs and activities of the City’s planning, housing, and building inspection divisions pursuant to the overall policies of the Council and administer community housing and related grant programs. (Ord. 469 § II, 1991).
2.10.070 City Clerk.
A. Office. There is established the office of City Clerk, who shall be appointed by and report to the City Manager.
B. Additional Duties. The City Clerk shall specifically have the duties prescribed in Government Code Sections 40801 through 40814.
C. The duties prescribed in Government Code Sections 40802 through 40805 are transferred to the Administrative Services Director acting as the Finance Director. (Ord. 611 § 3, 2004).
2.10.080 Director of Parks and Recreation.
A. Office. There is established the position of Director of Parks and Recreation, who shall be appointed by and report to the City Manager.
B. Additional Duties. The Director of Parks and Recreation shall plan, organize and direct the programs and activities of the City’s parks and recreation programs pursuant to the overall policies of the City Council and administer related programs, support and activities. (Ord. 736 § 2, 2018).
