9.52.010 Loitering of Minors Prohibited.
It shall be unlawful for any person under 18 years of age to loiter, idle, wander, play, be or remain in or upon the public streets, highways, roads, alleys, parks, playgrounds, beachlands, or other public grounds, public places or public buildings or in or upon any place open to the public including privately owned or private vacant buildings or any unsupervised place either on foot or in a vehicle between the hours of 10:00 p.m. and daylight on the following day, Pacific Standard or Pacific Daylight Time; provided, however, that the provisions of this section do not apply to a person accompanied by her or his parent, guardian, or other adult person having the lawful care and custody of the person, or when the person is returning directly home from a meeting, entertainment, or recreational activity or where the person is upon an emergency errand or legitimate business directed by her or his parent, guardian, or other adult person having the lawful care and custody of the person or is in lawful employment making it necessary to be in such place. 9.52.020 Responsibility of Parents.
It shall be unlawful for the parent, guardian, or other adult person having the lawful care and custody of a person under 18 years of age to knowingly permit such person to loiter, idle, wander or play, be or remain in or upon the public streets, highways, roads, alleys, parks, playgrounds, beachlands, or other public grounds, public places or public buildings, or in or upon any place open to the public including privately owned property open to public use, or in or upon private vacant lots or private vacant buildings, or any unsupervised place either on foot or in a vehicle, between the hours of 10:00 p.m. and daylight of the following day, Pacific Standard or Pacific Daylight Time; provided, however, that the provisions of this section do not apply to a person accompanied by her or his parent, guardian, or other adult person having the lawful care and custody of the person, or when the person is returning directly home from a meeting, entertainment, or recreational activity or where the person is upon an emergency errand or legitimate business directed by her or his parent, guardian or other adult person having the lawful care and custody of the person or is in lawful employment making it necessary to be in such place.
