10.04.010 Vehicle Code Definitions – Incorporation.
Whenever any words or phrases used in this chapter are not defined in this chapter but are now defined in the Vehicle Code of this State, such definitions are incorporated in this chapter and shall be deemed to apply to such words and phrases used in this chapter. (Ord. 196 § 1, 1938).
10.04.020 Definitions – Generally.
Whenever in this title the following words and phrases set forth in this chapter are used, they shall for the purpose of this title have the meanings respectively ascribed to them in this chapter. (Ord. 196 § 2, 1938).
10.04.030 Alley.
“Alley” means any street less than 25 feet in width between property lines. (Ord. 196 § 3, 1938).
10.04.040 Central Traffic District.
“Central traffic district” means all of those portions of Junipero Avenue, Mission Street, San Carlos Street, Dolores Street, Lincoln Street and Monte Verde Street lying between the northerly line of Sixth Avenue, and Eighth Avenue lying between the easterly line of Junipero Avenue and the westerly line of Monte Verde Street. 10.04.050 Official Traffic-Control Devices.
“Official traffic-control devices” means all signs, signals, markings and devices not inconsistent with this title placed or erected by authority of a public body or official having jurisdiction, for the purpose of regulating, warning, or guiding traffic. (Ord. 196 § 5, 1938).
10.04.060 Official Traffic Signals.
“Official traffic signals” means any device, whether manually, electrically, or mechanically operated, by which traffic is alternately directed to stop and to proceed, and which is erected by authority of a public body or official having jurisdiction. (Ord. 196 § 6, 1938).
10.04.070 Park.
“Park” means the standing of a vehicle, whether occupied or not, otherwise than temporarily for the purpose of and while actually engaged in loading or unloading passengers or materials. (Ord. 196 § 12 (c), 1938).
10.04.080 Parkway.
“Parkway” means that portion of a street other than a roadway or a sidewalk. (Ord. 196 § 7, 1938).
10.04.090 Pedestrian.
“Pedestrian” means any person who is afoot or who is using a means of conveyance propelled by human power other than a bicycle. (Ord. 79-21 § 25, 1979; Code 1975 § 500.7).
10.04.100 Person.
“Person” means every natural person, firm, copartnership, association or corporation. (Ord. 196 § 9, 1938).
10.04.110 Police Officer.
“Police officer” means every officer of the Police Department of this City. (Ord. 196 § 10, 1938).
10.04.120 Shall and May.
“Shall” is mandatory and “may” is permissive. (Ord. 196 § 11, 1938).
10.04.130 Stop.
“Stop,” when required, means complete cessation of movement. (Ord. 196 § 12(a), 1938).
10.04.140 Stop or Stand.
“Stop” or “stand,” when prohibited, means any stopping of a vehicle except when necessary to avoid conflict with other traffic or in compliance with direction of a police officer or official traffic-control device. (Ord. 196 § 12 (b), 1938).
10.04.150 Tour Bus.
“Tour bus” means any bus or other commercial vehicle operated for hire to transport sightseers or tourists wherever licensed, exceeding a maximum gross weight limit of three tons and used primarily for transport of passengers for compensation. It does not include school buses or buses transporting passengers over regular routes within Carmel-by-the-Sea where the routes are specifically designated by the California Public Utilities Commission (PUC) or approved by the City. 10.04.160 Traffic.
“Traffic” means pedestrians, ridden animals, vehicles, street cars, and other conveyances either singly or together, while using any highway for purpose of travel. (Ord. 79-21 § 26, 1979; Code 1975 § 500.12).
