13.08.010 Declaration of Nuisance.
Open privies in the City are declared to be a nuisance, and shall be abated by the person, firm or corporation owning or possessing the premises upon which the same is located within 10 days from and after notice to abate the same is given in writing signed by the Director of Public Works of the City, and served upon such owner or upon the person, firm or corporation in possession of such premises. (Ord. 115 C.S. § 1, 1965; Code 1975 § 930).
13.08.020 Assessment Against Owner.
Upon the expiration of the period of the notice and upon the failure of the owner or possessor of the premises in question to abate such nuisance, the Director of Public Works shall forthwith cause the same to be abated and the excavation used for such privy to be filled with earth. Thereupon the Director of Public Works shall certify the cost of the work to the Assessor of the City who shall enter said amount against the property upon the next following assessment.
