10.42.010 Purpose.

Alleys provide necessary emergency access routes to buildings and structures for fire and police services. The purpose of this chapter is to ensure that alleys remain reasonably clear of traffic so that fire and police services can respond quickly and efficiently in emergency situations. 10.42.020 Alley—Definition.

“Alley” means any highway having a roadway not exceeding twenty-five feet in width which is primarily used for access to the rear or side entrances of abutting property and is not provided with a sidewalk or sidewalks. (Ord. 893 § 1 (part), 2005)

10.42.030 Alleys—Parking limits.

(a) An operator of a vehicle shall not park or stop in any alley for any purpose other than the loading or unloading of passengers or materials, or both. Such operator shall not stop for the loading or unloading of passengers for more than ten minutes or for the loading or unloading of materials for more than twenty minutes at any time in any alley.

(b) Where the loading or unloading of passengers or materials is reasonably expected to exceed the applicable time limitations set forth in subsection (a) of this section, the operator of the vehicle shall notify the department of community safety twenty-four hours in advance of such delivery or pick up with the following information:

(1) The address of such delivery or pick up.

(2) The time and date of such delivery or pick up.

(3) The amount of time reasonably expected for the loading and unloading of passengers or materials. (Ord. 893 § 1 (part), 2005)

10.42.040 Penalty for violation.

A violation of this chapter or of any provisions thereof is punishable as provided in Section 1.08.020. (Ord. 893 § 1 (part), 2005)
