17.16.010 Requirements.

Each proposed subdivision shall be submitted in map form with not less than twelve copies or such additional copies as the planning director may require, and filed with the secretary of the planning commission. The secretary of the planning commission shall immediately forward one copy of each map to the following when necessary and a request that each make a report of recommendations, if any:

(1) The county flood control district;

(2) The chief of the fire department;

(3) The county health officer;

(4) The county regional planning commission;

(5) Division of real estate;

(6) Any other public agency or officer having an interest in the proposed subdivision;

(7) The district engineer of the division of highways;

(8) The school district in which the proposed subdivision is located;

(9) The city engineer,

(10) Any municipality entitled thereto. (Ord. 182 § 4.01, 1966)

17.16.020 Size.

The sizes of tentative map or maps shall be any dimensions sufficient to show the entire subdivision on one sheet, at a scale not less than two hundred feet to the inch. (Ord. 182 § 4.02, 1966)

17.16.030 Information on map.

The map shall contain the following information:

(1) The tract number;

(2) Sufficient legal description of the land included on the map to define the boundaries of the tentative tract;

(3) Names, addresses, and telephone numbers of the record owner, developer and licensed land surveyor or registered civil engineer, preparing map;

(4) North point, scale, date, and area of tract;

(5) The width and approximate locations of all existing or proposed easements or rights-of-way, whether for public or private roads, drainage, sewers, or flood control purposes;

(6) The actual street names of each existing highway or street shown on the tentative map;

(7) The locations, widths, and approximate grades of all highways, streets, alleys, or ways within and adjacent to such tentative map;

(8) The lettered designation of each proposed highway or street shown on the tentative map;

(9) Approximate radius of all centerline curves on highways, streets, alleys or ways;

(10) The lot layout, the approximate dimensions of each lot, and number for each lot;

(11) The locations of all areas subject to inundation or flood hazard and the locations, width, and directions of flow of all water courses and flood control channels;

(12) The contour of the land at intervals of not more than one foot if the general slope of the land is less than ten percent;

(13) The location and outline to scale of each building or structure above ground noting thereon whether or not such building or structure is to be removed from or remain in the development of the subdivision;

(14) The location of existing wells, cesspools, sewers, culverts, drain pipe, underground structures or sand, gravel, or other excavations within the subdivision and within two hundred feet of any portion of the subdivision noting thereon whether or not they are to be abandoned, removed or used;

(15) A general location map of the area to be subdivided showing its relation to existing main thoroughfares and the distance from the nearest public street centerline to the boundary of the proposed subdivision;

(16) The location of all streets, existing or contained on adjacent approved tentative maps where such streets intersect the boundary of the subdivision or where such streets intersect another street that forms a boundary of the subdivision;

(17) A layout of adjoining unsubdivided property in sufficient detail to show the affect of proposed streets that may intersect such property;

(18) The location of any previously filled areas within the subdivision;

(19) Proposed direction of flow and rate of grade of street drainage;

(20) Statement of the present use and the proposed use or uses of the property;

(21) Tract numbers of adjoining subdivisions;

(22) The tentative map shall clearly indicate the proposal for handling of stormwaters. In the event that such information cannot satisfactorily be shown on the tentative map, the map shall be accompanied by whatever supplemental maps or written reports are necessary to show the proposal;

(23) The tentative map shall clearly show the method of sewerage disposal. In the event this information cannot satisfactorily be shown on the tentative map, the map shall be accompanied by whatever supplemental maps or written reports are necessary to show the proposal. (Ord. 182 § 4.03, 1966)

17.16.040 Required filing fees.

A tentative map, subdivision and parcel map filing fee shall be fifty dollars for the first lot plus ten dollars per lot for each additional lot to a maximum of five hundred dollars. No refund of such filing fees shall be made for any tentative map withdrawn or abandoned. (Ord. 461 § 2, 1973: Ord. 182 § 4.04, 1966)

17.16.050 Certification of owner.

When a subdivision map is filed in the office of the planning commission, the person filing the map shall certify to one of the following:

(1) That he is the record owner of the property;

(2) That the record owner of the property consents to the filing of the map. (Ord. 182 § 4.05, 1966)

17.16.060 Procedure.

After noting the above requirements, it is desired that the subdivider confer with the staff of the city planning commission and the city engineer before preparing the tentative map. Each tentative map must have a tract number to be assigned by the county surveyor of Los Angeles County. The tentative map shall be prepared in accordance with the Subdivision Map Act and the provisions of this chapter. Such filing shall be prior to the completion of final surveys of streets and lots, and before any grading or construction work is done within the proposed subdivision area that might be affected by the changes in the tentative map. To assure that the planning commission has all necessary information to consider a tentative map, the commission shall act only upon such tentative maps as shall have been filed with the commission not less than ten days prior to the date of the planning commission meeting, at which such matter is to be considered. The planning director may refuse to receive for filing a tentative map that does not contain the data required by this section.

Prior to the consideration by the planning commission of a tentative map, the city engineer will make a report in writing to the planning commission as to any recommendations in connection with the tentative map and its bearing on particular functions. In the preparation of his report, the city engineer shall take into proper consideration, all comments and reports received from other officials and agencies that may have an interest or be affected by the development proposed. A copy of the city engineer’s report shall be made available to the subdivider and the subdivider’s engineer prior to consideration of the map by the planning commission. (Ord. 182 § 4.06, 1966)

17.16.070 Commission action.

The planning commission shall consider a tentative map at its first regular meeting held not less than ten days following the filing of the map. Action on such tentative map in recommending the approval, conditional approval, or disapproval shall be taken not later than forty days following the date on which the map is filed. Within not to exceed seven days following the action of the planning commission, upon any tentative map, the secretary of the commission shall transmit a copy of the record pertaining to such action to the council. 17.16.080 Council action and report.

The city council shall approve, conditionally approve or disapprove the tentative map and through the planning director shall report the action thereon to the subdivider and the city planning commission. The city council shall consider such tentative map not later than ten days after action by the planning commission or at the first meeting of the city council subsequent to the date on which the report of the city planning commission was received. 17.16.090 Small scale map.

After the city council has approved a tentative map, the subdivider’s engineer shall provide the planning director with one copy of a mylar map of the tentative map as approved; such mylar map to be to the scale of one inch equals three hundred feet. (Ord. 182 § 4.09, 1966)

17.16.100 Duration.

The approval of the tentative map shall be for a period of one year from the date of the council action. (Ord. 182 § 4.10, 1966)
