23.05.010 Purpose.

The purpose of a public project referral is to secure coordination of major public projects with the planned development of the city. (Ord. 486 § 2 (part), 1975; Ord. 413 § 9 (part), 1972)

23.05.110 Applicability.

All public agencies subject to the authority of the city are required, and other public agencies are requested, to submit any proposed acquisition of land or other property right and any proposed plans for the construction of buildings, maintenance yards or park sites within the city to the director of community development prior to authorizing such acquisition or approving such plans. 23.05.210 Criteria.

In order for a public project referral to be approved it shall be found that the proposed project is consistent with the general plan and the development plan of the city. (Ord. 486 § 2 (part), 1975; Ord. 413 § 9 (part), 1972)

23.05.310 Procedures.

A public project referral shall include such information and material as deemed necessary by the city manager to depict the circulation, location of structures, types of uses and other characteristics of the proposed public facility. The information and material shall be filed with the director of community development and he shall set the time and place for a review of the public project referral by the planning commission. The planning commission’s review of the public project referral shall be advisory to the city council and public notice need not have been given. The public project referral shall be presented to the planning commission with recommendations by the director of community development and the director of public works. The recommendation of the planning commission shall be submitted to the city council and the city clerk shall set the time and place for a hearing of the public project referral by the city council. Notice shall be provided to property owners and residents in the vicinity of the proposed public facility. After conclusion of the public hearing, the city council may approve, disapprove, or modify the action recommended by the planning commission. In approving a public project referral, conditions may be imposed by the city council which are necessary to carry out the purposes of this code, and which are consistent with the policies, principles, regulations, criteria and standards of the city.
