2.28.010 Establishment, management and operation.
Under and by virtue of an act of the Legislature of the state entitled “An Act to provide for the establishment and maintenance of public libraries within municipalities,” approved March 23, 1901, and the acts amendatory thereof, there is established a public library in and for the city, which such library shall be managed by a board designated as the board of library trustees, consisting of five members, to be appointed in the manner, for the time and with such powers and duties prescribed by said act of the Legislature. The library shall be forever free to the inhabitants, subject always to such rules, regulations and bylaws as may be made by the board of library trustees, and provided that, for violations of the same, a person may be fined or excluded from the privileges of the library.
