10.04.010 Definitions for Title 10.

The following words and phrases, when used in Title 10 of this code, shall for the purpose of this title have the meanings respectively ascribed to them in this chapter. (Ord. 219 § l, 1965)

10.04.020 State Motor Vehicle Code definitions applicable.

Whenever any words or phrases used in this title are not defined, but are defined in the Vehicle Code of the state of California and amendments thereto, such definitions shall apply. (Ord. 219 § 1.1, 1965)

10.04.030 Central traffic districts.

“Central traffic districts” means all streets and portions of streets within the area described as follows:

Beginning at the intersection of South West Street and Railroad Avenue; east on Railroad Avenue to Rockydell Lane; then north on Rockydell Lane to Lake Street; then east on Lake Street to South Main Street; then north on Main Street to 3rd Street; then west on 3rd Street to Commercial Street; then south on Commercial Street to 1st Street; then east on 1st Street to West Street; then south on South West Street to the point of beginning. 10.04.040 City traffic engineer—Established—Police chief powers.

The office of city traffic engineer is hereby established. The chief of police shall serve as city traffic engineer in addition to his other functions, and shall exercise the powers and duties with respect to traffic as provided in this title. (Ord. 219 § 1.16, 1965)

10.04.050 Coach.

“Coach” means any motor bus, motor coach, trackless trolley or passenger stage used as a common carrier of passengers. (Ord. 219 § 1.3, 1965)

10.04.060 Council.

“Council” means the council of the city of Cloverdale. (Ord. 219 § 1.4, 1965)

10.04.070 Curb.

“Curb” means the lateral boundary of the roadway, whether such curb is marked by curbing construction, or not so marked. The word “curb,” as used in this title, shall not include the line dividing the roadway of a street from parking strips in the center of a street, nor from tracks or rights-of-way of public utility companies. 10.04.080 Divisional island.

“Divisional island” means a raised island located in the roadway and separating opposing or conflicting streams of traffic. (Ord. 219 § 1.6, 1965)

10.04.090 Holidays.

A. Within the meaning of this title, “holidays” are the first day of January, the twelfth day of February, the twenty-second day of February, the thirtieth day of May, the fourth day of July, the first Monday in September, the ninth day of September, the twelfth day of October, the eleventh day of November, the twenty-fifth day of December, and Thanksgiving Day.

B. If the first day of January, twelfth day of February, twenty-second day of February, thirtieth day of May, the fourth day of July, the ninth day of September, the twelfth day of October, the eleventh day of November or the twenty-fifth day of December falls upon a Sunday, the Monday following is a holiday. 10.04.100 Loading zone.

“Loading zone” means the space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers or materials. (Ord. 219 § 1.8, 1965)

10.04.110 Official time standard.

Whenever certain hours are named in this title, they shall mean standard time or daylight saving time, as may be in current use in the city. (Ord. 219 § 1.9, 1965)

10.04.120 Parkway.

“Parkway” means that portion of a street other than a roadway or a sidewalk. (Ord. 219 § 1.10, 1965)

10.04.130 Passenger loading zone.

“Passenger loading zone” means the space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers. (Ord. 219 § 1.11, 1965)

10.04.140 Pedestrian.

“Pedestrian” means any person afoot. (Ord. 219 § 1.12, 1965)

10.04.150 Police officer.

“Police officer” means every officer of the police department of the city, or any officer authorized to direct or regulate traffic or make arrests for violations of traffic regulations. (Ord. 219 § 1.13, 1965)

10.04.160 Stop.

“Stop,” when required, means complete cessation of movement. (Ord. 219 § 1.14, 1965)

10.04.170 Vehicle Code.

“Vehicle Code” means the Vehicle Code of the state of California. (Ord. 219 § 1.15, 1965)
