2.40.010 Declaration of necessity.
The city council finds and declares that there is a need for a redevelopment agency to exist and function in the city, pursuant to the Act (the Community Redevelopment Law of the state, Health and Safety Code Section 33000, et seq.). (Ord. 433 § 1, 1986).
2.40.020 Establishment.
The city council hereby establishes the Cotati community redevelopment agency (the “agency”), a public body, corporate and politic, with all rights, powers, duties, privileges and immunities as are set forth in the Act. (Ord. 433 § 2, 1986).
2.40.030 City council functions.
The city council finds and determines that the public interest would be served and the public safety would be promoted in an effective manner by having the city council serve and function as the agency, and the city council hereby declares itself to be the agency, pursuant to Health and Safety Code Section 33200. (Ord. 433 § 3, 1986).
2.40.040 Regular meetings.
The agency shall conduct regular meetings on the second and fourth Tuesdays of each month at the hour of seven-thirty p.m., or as soon thereafter as practicable, at City Council Chambers, City Hall, 201 West Sierra Avenue, Cotati, California 94928. (Ord. 433 § 4, 1986).
2.40.050 Officers.
The city council authorizes and directs the mayor of the city to serve and function as chairman of the agency, the city manager of the city to serve and function as executive director of the agency, and the city clerk of the city to serve and function as secretary to the agency. (Ord. 433 § 5, 1986).
2.40.060 Access to services and facilities – Personnel rules.
The agency shall have full access to the services and facilities of the planning commission of the city, the city engineer, and other departments and offices of the city, and the city council hereby authorizes and directs the staff of the city to serve and function as the staff of the agency. Any and all personnel rules and regulations adopted by the city and applicable to staff of the city shall be applicable to staff of the agency. (Ord. 433 § 6, 1986).
2.40.070 Official seal – Filing of documents.
The staff of the agency is authorized and directed to cause an official seal of the agency to be prepared and the secretary to the agency is authorized and directed to cause a certified copy of the ordinance codified in this chapter to be filed in the Office of the Secretary of State, as well as to cause any and all other filings as are required by law to evidence the formation and existence of the agency.
