LIMITATION OF NUMBER OF DOGS

No person shall keep, harbor or maintain upon his premises within the city more than four dogs over the age of four months unless the person obtains a kennel permit and complies with the commercial animal establishment requirements of Chapter 6.76, or unless the person comes within one of the following conditions:
A. Upon reasonable showing of necessity to the animal control officer, a person may be permitted to board a fifth dog for a period of time not to exceed thirty days;
B. A person moving into the city limits of the city with five or more licensed dogs, from an area that permitted dogs, shall upon a showing of same to the animal control officer be permitted to continue to own and maintain the dogs until such time as the number of dogs is reduced by death, sale or other disposition;
C. A person who has on or before the effective date of the ordinance codified in Chapters 6.16 through 6.80 five or more licensed dogs in the city under the provision of Tulare County Ordinance Code shall be permitted to keep, harbor, or maintain such dogs until such time as the number of dogs is reduced by death, sale or other disposition.
