RULES AND REGULATIONS GOVERNING THE DISPOSAL AND DUMPING OF SEWAGE AND LIQUID

13.48.010 Raw or chemically treated sewage—Unlawful to dump where.
It shall be unlawful for any person to dump or discharge raw or chemically treated sewage from any source onto the surface of any land within the city. (Ord. 691 § 1(d), 1986: Ord. 648 § 1 (part), 1982)
13.48.020 Raw or chemically treated sewage—Dumping from any source prohibited.
It shall be unlawful for any person to dump or discharge into the city sewer collection system septic tank waste or any raw or chemically treated sewage or unidentified liquid waste from any source. (Ord. 691 § 1(e), 1986: Ord. 648 § 1 (part), 1982)
13.48.030 Raw or chemically treated sewage—Dumping permitted where.
Raw or chemically treated sewage from chemical toilets and septic tanks shall only be discharged into the septic receiving station at the wastewater treatment plant. (Ord. 691 § 1(f), 1986: Ord. 648 § 1 (part), 1982)
13.48.040 Trucker’s discharge permit—Required when.
All persons owning vacuum or cesspool pump trucks or other liquid waste transport trucks and desiring to discharge septic tank, seepage pit, interceptor or cesspool contents, chemical toilet or other liquid wastes in the city sewage facilities, directly or indirectly shall first have a valid Dinuba city trucker’s discharge permit. All applicants for a trucker’s discharge permit shall complete the application form, pay the appropriate fees, receive a copy of the city’s regulations governing discharge to city sewage facilities from trucks and shall agree, in writing to abide by these regulations. 13.48.050 Trucker’s discharge permit—Fee required for septage dumping.
The city shall require each valid permit holder to pay a fee for discharging liquid or sewage waste in the city system, as established and adopted by the city council. (Ord. 648 § 1 (part), 1982)
13.48.060 Trucker’s discharge permit—Compliance.
The trucker’s discharge permit shall be valid for one year from the date of issuance and nontransferable. Any person negligently or wilfully violating the city’s regulations and requirements for liquid waste discharge from trucks shall be in violation of this chapter and may have his permit revoked by the director, and be refused the right to discharge to the city’s facilities. 13.48.070 Septage dumping charges.
The charges established for septage dumping shall be based on the following contributing factors:
A. One thousand gallons of septage dumping contains forty-five pounds BOD and one hundred pounds SS;
B. Fees as established and adopted by the city council. (Ord. 648 § 1 (part), 1982)
