CITY PARKS – MISCELLANEOUS RESTRICTIONS

8.01.010 Entering restricted areas in City parks.
It shall be unlawful for any person to enter any area within a City park where such entry is prohibited or restricted by signs.
It shall be unlawful for any person to allow any child in his or her custody to enter or remain in any areas within a City park where such entry is prohibited or restricted by signs. [Ord. 12-004.]
8.01.020 Park curfew.
A. Public parks within the City of Dixon shall be open for use between the hours of 5:00 a.m. and 11:00 p.m. only; provided, however, that for programs or events sponsored or approved by the City, or for which a City permit has been issued, said hours of operation may be extended during any such program or event and for a period of one (1) hour following the conclusion of such program or event.
B. Signs stating park hours shall be posted prominently in each park.
C. Any person or organization violating any provision of this section shall be guilty of a misdemeanor. [Ord. 12-004.]
8.01.030 Regulation of possession of glass containers, consumption of alcoholic beverages, and possession of open alcoholic beverage containers in City parks and adjacent public recreational facilities.
A. It shall be unlawful and an infraction for any person to possess any glass container for food or beverage in any public park or public recreational facility owned by the City except within the interior of the Senior/Multi-Use Center in Hall Park.
B. It shall be unlawful and an infraction for any person to possess any open alcoholic beverage container in any City-owned park or adjacent City-owned recreational facility or portion thereof, except within the interior of the Senior/Multi-Use Center in Hall Park.
C. It shall be unlawful and a misdemeanor for any person to consume any alcoholic beverage in any City-owned park or adjacent City-owned recreational facility or portion thereof, except within the interior of the Senior/Multi-Use Center in Hall Park.
D. For purposes of this section, a can, bottle, or receptacle containing an alcoholic beverage is deemed to be “open” when it has been opened, or has a broken seal, or the contents of it have been partially removed.
E. This section shall not apply where the possession of alcohol is at an event located in a park or other public place for which a license to sell said beverages has been issued, pursuant to the laws of the State of California, and a permit to hold the public event has been issued by the City. However, it shall be an infraction for any person to possess any glass container for food or beverage in any City-owned park or recreational facility in the boundaries of the City-approved event, except within the interior of the Senior/Multi-Use Center in Hall Park. 8.01.040 Regulations pertaining to use of skateboard facilities in City parks.
A. Use of any City skateboard facility shall be subject to the following regulations:
1. No person shall ride a skateboard or use skates, or permit a minor for whom he or she is responsible to ride a skateboard or use skates, in a City skateboard facility unless the person or minor, while riding the skateboard or using skates, is wearing a helmet, elbow pads and kneepads.
2. No person shall ride a bicycle or any other wheeled conveyance other than a skateboard, inline skates, or other skates in a City skateboard facility.
3. No person shall consume food or drink in a skateboard facility.
4. No person shall place, maintain or use any obstacles or other material that changes the riding surface of a City skateboard facility.
5. Use of a City skateboard facility is limited to the hours between 8:00 a.m. and dusk. No person shall be present in a City skateboard facility at other times.
B. Violation of any of the regulations set forth in this section shall be unlawful and shall subject the violator to the imposition of administrative fines and/or criminal prosecution as an infraction.
C. The City reserves the right to remove any person from a skateboard facility who is acting in an inappropriate manner. [Ord. 12-004; amended during 2013 recodification.]
