WATER CONSERVATION PROGRAM

13.05.010 Purpose.
The purpose of this chapter is to provide a comprehensive water conservation program through limitations on water usage and through public education; to encourage drought tolerant landscaping systems that are properly designed, installed, maintained and operated to prevent the wasting of water; and to encourage restaurants to serve water only upon customer request. 13.05.020 Customer responsibility.
Water service customers shall not be permitted to waste water. Acts constituting water waste shall include any of the following acts:
A. Watering/irrigating lawns or gardens such that excess water leaves the property or area being watered;
B. Watering outdoor landscaping during and 48 hours following measurable precipitation;
C. Washing vehicles, equipment or boats using hoses without a shut-off nozzle;
D. Sales or installations of the following water wasting devices and systems are prohibited in all new construction:
1. Automatic (self-regenerating) water softeners;
2. Single-pass cooling systems;
3. Nonrecirculating conveyor car wash systems;
4. Nonrecycling decorative water fountains.
E. All landscaping installed in the City of Escalon shall comply with the State Model Water Efficient Landscape Ordinance (23 California Code of Regulations Section 490 et seq.) or the city landscape requirements (Chapter 17.44 EMC), whichever is more restrictive.
F. Such other practices or activities that may be prohibited from time to time by resolution of the city council or as ordered/directed by the State of California. (Ord. 554 § 3 (Exh. A), 2016; Ord. 544 § 3 (Exh. A), 2015; Ord. 385 § 1, 1993; Ord. 352 § 3, 1991)
13.05.030 Violation – Penalties.
It is unlawful and constitutes an infraction for any person to violate or fail to comply with any provision of this chapter. (Ord. 470, 2003; Ord. 352 § 3, 1991)
