10.10.010 Generally.
A. The words and phrases contained in this chapter when used in this title shall for the purpose of this title have the meanings respectively ascribed to them in this chapter.
B. Whenever the words or phrases used in title are not defined in this chapter, but are now defined in the Vehicle Code of the state, such definitions are incorporated in this chapter and apply to such words and phrases used herein as though set forth in this chapter in full. (Ord. 158 § 1, 1984)
10.10.020 Alley.
“Alley” means any unnamed street less than 25 feet in width between property lines. (Ord. 158 § 1, 1984)
10.10.030 Bus zone.
“Bus zone” means the space adjacent to a curb reserved for the exclusive use of buses during the loading or unloading of passengers or materials. (Ord. 158 § 1, 1984)
10.10.040 Central traffic district.
“Central traffic district” means all of that portion of this city hereafter described designated as such by the city council, by ordinance or by resoltuion. (Ord. 158 § 1, 1984)
10.10.050 Holidays.
“Holidays” includes the first day of January, the twelfth day of February, the twenty-second day of February, the thirtieth day of May, the fourth day of July, the first Monday in September, the ninth day of September, the twelfth day of October, the eleventh day of November, the twenty-fifth day of December, and Thanksgiving Day. 10.10.060 Lane.
“Lane” means any street less than 25 feet in width between property lines, and specifically defined as a lane by any ordinance of the city. (Ord. 158 § 1, 1984)
10.10.070 Loading zone.
“Loading zone” means the space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers or materials. (Ord. 158 § 1, 1984)
10.10.080 Official time standard.
Whenever certain hours are named in this title, they mean standard time or daylight saving time, as may be in current use in this city. (Ord. 158 § 1, 1984)
10.10.090 Official traffic-control devices.
“Official traffic-control devices” means all signs, signals, markings and devices not inconsistent with this title placed or erected by authority of a public body or official having jurisdiction for the purpose of regulating, warning or guiding traffic. (Ord. 158 § 1, 1984)
10.10.100 Official traffic signals.
“Official traffic signals” mean any device, whether manually, electrically or mechanically operated, by which traffic is alternately directed to stop and proceed and which is erected by authority of a public body or official having jurisdiction. (Ord. 158 § 1, 1984)
10.10.110 Park.
“Park” means to stand or leave standing any vehicle, whether occupied or not, otherwise than temporarily for the purpose of and while actually engaged in loading or unloading of passengers or materials. (Ord. 158 § 1, 1984)
10.10.120 Parking meter.
“Parking meter” means any mechanical device which, when the mechanism thereof is set in motion, indicates unexpired parking time for the vehicle parked adjacent thereto. (Ord. 158 § 1, 1984)
10.10.130 Parking meter space.
“Parking meter space” means a parking space of sufficient size to permit the parking of one vehicle only adjacent to a parking meter within a parking meter zone. (Ord. 158 § 1, 1984)
10.10.140 Parking meter zones.
“Parking meter zones” means portions of streets or city-owned or leased land upon which the parking of vehicles is regulated with the aid of parking meters. (Ord. 158 § 1, 1984)
10.10.150 Parking space.
“Parking space” means an area available and of sufficient size to permit the parking of one vehicle only. (Ord. 158 § 1, 1984)
10.10.160 Parkway.
“Parkway” means that portion of a street other than a roadway or sidewalk. (Ord. 158 § 1, 1984)
10.10.170 Passenger loading zone.
“Passenger loading zone” means the space adjacent to a curb, reserved for the exclusive use of vehicles during the loading or unloading of passengers. (Ord. 158 § 1, 1984)
10.10.180 Pedestrian.
“Pedestrian” means any person afoot. (Ord. 158 § 1, 1984)
10.10.190 Person.
“Person” means every natural person, firm, corporation, copartnership, or association. (Ord. 158 § 1, 1984)
10.10.200 Police officer.
“Police officer” means every officer of the police department of this city. (Ord. 158 § 1, 1984)
10.10.210 Stop, stop or stand.
A. “Stop,” when required, means complete cessation of movement.
B. “Stop” or “stand,” when prohibited, means any stopping or standing of a vehicle, whether occupied or not, except when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic-control device. (Ord. 158 § 1, 1984)
10.10.220 Traffic.
“Traffic” means pedestrians, ridden or herded animals, vehicles or other conveyances either singly or together while using any street for purposes of travel. (Ord. 158 § 1, 1984)
