SIDEWALK CONSTRUCTION

12.04.010 Specifications.
Subgrade on sidewalks, if any provided, shall have 75 percent compaction, and all sidewalks shall be four inches thick and, when driveways are installed, shall be six inches thick. Sidewalks shall have one inch slope from property line to face of curb and all driveways shall be two inches above the bottom of the gutter next to the face of the curb with five-and-one-quarter-inch rise to property line. All concrete shall be composed of portland cement mixed with six packs of portland cement to one cubic yard and shall be mixed with good, clean, sharp, segregated material and be protected from extreme heat or extreme cold. At no time shall concrete be poured when there is danger of concrete freezing. All concrete shall be mixed in a concrete mixer for at least two minutes. Sidewalks shall be steel troweled and brushed with a hair broom and finished in a good and workmanlike manner. All sidewalks shall be marked at four-foot intervals with a groove and shall have expansion joints at lot lines or at 60-foot intervals, whichever shall be the lesser. (Ord. 65B § 1, 1966)
12.04.020 Width.
All new or reconstructed sidewalks shall be equal in width to any present existing sidewalk with a minimum width of four feet. (Ord. 65B § 2, 1966)
12.04.030 The use of personal mobility devices (excluding wheelchairs) in certain areas prohibited.
A. It is unlawful for any person to use or ride a personal mobility device (excluding wheelchairs) upon any sidewalk adjacent to Main Street, Diggles Street, Collier Way and Pig Alley.
B. It is unlawful for any person to use or ride a personal mobility device (excluding wheelchairs) upon any public or private property without the consent of the owner or operator when the property is posted in a conspicuous manner that such use is prohibited pursuant to the provisions of this section.
C. The suitability of areas for use of personal mobility devices specifically prohibited is not warranted and the city of Etna disclaims liability for those areas. (Ord. 190, 2004)
12.04.040 Definitions.
A “personal mobility device” is any conveyance designed to carry people such as, but not limited to, bicycles, skateboards, skates or scooters. (Ord. 190, 2004)
12.04.050 Penalty for violation.
A violation of this section shall constitute an infraction subject to a fine of not to exceed $50.00 for the first violation, $100.00 for the second violation within one year, and $250.00 for each subsequent violation within one year. (Ord. 190, 2004)
