RABIES VACCINATIONS

6.24.010 Vaccination defined.
“Vaccination” means the vaccination of a dog by a duly licensed veterinarian with a canine antirabies vaccine which has been approved for three-year immunity by the health officer of the county. (Ord. 89-536 § 3; Ord. 76-362 § 23).
6.24.020 Required.
No person shall own or harbor any dog over the age of four months which has not been vaccinated by a duly licensed veterinarian within the next preceding three-year period. (Ord. 89-536 § 4; Ord. 76-362 § 24).
6.24.030 Certificate – Contents – Copies.
A. After vaccinating any dog, such veterinarian shall sign a certificate in triplicate containing the following information:
1. The name, address, and telephone number of the dog’s owner;
2. The description of the dog, including breed, color, and sex;
3. The date of immunization;
4. The type or rabies vaccine administered;
5. The name of the manufacturer; and
6. The lot number of the vaccine used.
B. Such veterinarian shall immediately present the original certificate to the owner or harborer of the dog, the duplicate copy of the certificate to the animal control officer or to the appropriate city clerk and the triplicate copy shall be retained by the veterinarian. All such certificates shall be on a form approved by the health officer of the county. (Ord. 76-362 § 25).
6.24.040 Certificate – Filing with city.
The duplicate copy of the certificate shall be mailed to the animal control officer or to the city clerk of the city within which the owner of the dog resides, which officer shall cause to be maintained alphabetically such duplicate certificates. (Ord. 76-362 § 26).
6.24.050 Certificate – Required prior to licensing.
No person who owns or harbors a dog shall obtain a license for such dog pursuant to any existing or future ordinance of the city providing for the licensing of dogs, without first having provided evidence that the dog has been vaccinated as provided in this chapter and that the vaccine will be effective for the duration of the licensing period. 6.24.060 Certificate – Falsification prohibited.
A. No person shall represent that any vaccination certificate in his possession or under his control was issued as a result of the vaccination of any dog other than the dog that was in fact vaccinated.
B. No person shall make use of or have in his possession or under his control, a stolen, counterfeit or forged vaccination certificate. (Ord. 76-362 §§ 28, 29).
6.24.070 Certificate – Exhibition on demand.
No person who owns or harbors any dog shall fail or refuse to exhibit the certificate required under this chapter upon demand of any peace officer, the animal control officer, or the health officer of the county or their authorized agents. (Ord. 76-362 § 30).
6.24.080 Certificate – Prima facie evidence of vaccination.
Possession of a certificate of vaccination on a duly approved form signed by a duly licensed veterinarian shall be prima facie evidence of vaccination of the dog referred to thereon on the date indicated on the certificate. (Ord. 76-362 § 31).
6.24.090 Compliance by new residents.
Any person who owns or harbors any dog which has been brought into the incorporated area of the city shall, in the event such dog has not been vaccinated as provided in this chapter, have a period of 10 days from and after the arrival of such dog in the incorporated area of the city within which to comply with the chapter. (Ord. 76-362 § 32).
6.24.100 Impoundment of biting dogs.
The animal control officer shall be responsible for the isolation of dogs that have bitten human beings. In all such cases, the animal control officer shall notify the county health officer of the incident. In each instance, the dog shall be held for such time as is prescribed by the health officer; provided, however, that when the health officer deems it proper, a licensed and vaccinated dog that has bitten a human being may be quarantined on the owner’s premises or in the care of a veterinarian or in a licensed kennel. If a dog is not claimed after the period of impoundment is ended, such dog may be destroyed. (Ord. 76-362 § 33).
