10.12.010 Installation – Authority.

The city traffic engineer shall have the exclusive power and duty to place and maintain or cause to be placed and maintained official traffic-control devices when and as required under this title with the approval by resolution of the city council. (Ord. 11-689 § 2; Ord. 333 § 3217, 1973).

10.12.020 Obedience required.

The driver of any vehicle shall obey the instructions of any official traffic-control device applicable thereto placed in accordance with this title unless otherwise directed by a police officer, subject to the exceptions granted the driver of an authorized vehicle when responding to emergency calls. (Ord. 333 § 3218, 1973).

10.12.030 Installation – Determination and standards.

The city traffic engineer shall ascertain and determine the location where such traffic-control devices are required by performing field observations, traffic counts, and other engineering and traffic reports, as may be pertinent, and the city traffic engineer’s determinations therefrom shall be made in accordance with those traffic engineering and safety standards and instructions set forth in the California Vehicle Code. 10.12.040 Lane markings.

The city traffic engineer is authorized to mark centerlines and lane lines upon the surface of the roadway to indicate the course to be traveled by vehicles and may place signs temporarily designating lanes to be used by traffic moving in a particular direction, regardless of the centerline of the highway. When authorized signs have been placed designating off-center traffic lanes, no person shall disobey the instructions given by such signs. (Ord. 333 § 3220, 1973).

10.12.050 Removal, relocation, or discontinuance authority.

A. The city traffic engineer is authorized to remove, relocate, or discontinue the operation of any traffic-control device not specifically required by state law or this title whenever he determines in any particular case that the condition which warranted or required the installation no longer exists or remains, after approval by resolution of the city council.

B. No person other than the city traffic engineer or a person acting under the direction of the city traffic engineer shall install, place, damage or remove any traffic-control device except as otherwise expressly provided in this title. (Ord. 11-689 § 2; Ord. 333 § 3221, 1973).

10.12.060 Hours of operation.

The city traffic engineer shall determine the hours and days during which any traffic-control device shall be in operation or be in effect, except in those cases where such hours or days are specified in this title. (Ord. 333 § 3222, 1973).
