Any person aggrieved by any final decision of the collector with respect to the issuance or refusal to issue a business license, the classification of a business, or any other matter under this article may appeal by submitting a letter and the basis upon which an appeal should be granted with the city clerk. The city manager or a hearing officer designated by the city manager shall thereupon fix a time and place for hearing such appeal. The city clerk shall give notice to such person of the time and place of hearing in the manner specified in Section 5.16.040(C). The city manager or hearing officer shall have authority to determine all questions raised on such appeal. No such determination shall conflict with any substantive provision of this article or other applicable law. The written decision of the city manager or hearing officer shall be final as to the city and subject to judicial review pursuant to Code of Civil Procedure Section 1094.5. (Ord. 572 § 1 Exh.
