10.04.010 Vehicle Code and article definitions.
A. Whenever any words or phrases used in this title are not defined in this chapter but are defined in the Vehicle Code of the state, such definitions shall be incorporated in this title and shall be deemed to apply to such words and phrases used in this title as though set forth in full.
B. The words and phrases defined in this chapter, when used in this title, shall, for the purposes of this title, have the meanings respectively ascribed to them in this chapter. (Prior code § 3-5.101)
10.04.020 Alley.
“Alley” means any street less than twenty-five feet in width between property lines. (Prior code § 3-5.102)
10.04.030 Holiday.
“Holiday” means January 1st, February 12th, February 22nd, May 30th, July 4th, the first Monday in September, September 9th, October 12th, November 11th, December 25th, and Thanksgiving Day. If January 1st, May 30th, July 4th, September 9th, October 12th, November 11th, or December 25th shall fall upon a Sunday, the Monday following shall be a holiday. (Prior code § 3-5.103)
10.04.040 Loading zone.
“Loading zone” means that space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers or materials. (Prior code § 3-5.104)
10.04.050 Median.
“Median” means that portion of a street separating the roadways or traveled ways for opposing traffic. (Prior code § 3-5.104.1)
10.04.060 Official time standard.
“Official time standard” means standard time or daylight saving time as may be in current use in the city. (Prior code § 3-5.105)
10.04.070 Official traffic control device.
“Official traffic control device” means any sign, signal, marking, or device not inconsistent with the provisions of this chapter placed or erected by authority of a public body or official having jurisdiction for the purpose of regulating, warning or guiding traffic. (Prior code § 3-5.106)
10.04.080 Official traffic signal.
“Official traffic signal” means any device, whether manually, electrically, or mechanically operated, by which traffic is alternately directed to stop and to proceed and which is erected, or may be erected, by authority of a public body or official having jurisdiction. (Prior code § 3-5.107)
10.04.090 Park.
“Park” means to stand or leave standing any vehicle, whether occupied or not, otherwise than temporarily for the purpose of, and while actually engaged in, the loading or unloading of passengers or materials. (Prior code § 3-5.108)
10.04.100 Parkway.
“Parkway” means that portion of a street between the roadway and right-of-way line and includes the sidewalk area. (Prior code § 3-5.109)
10.04.110 Passenger loading zone.
“Passenger loading zone” means the space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers. (Prior code § 3-5.110)
10.04.120 Pedestrian.
“Pedestrian” means any person afoot. (Prior code § 3-5.111)
10.04.130 Police officer.
“Police officer” means every officer of the police department of the city or any officer authorized to direct or regulate traffic or to make arrests for violations of traffic regulations. (Prior code § 3-5.112)
10.04.140 Stop.
“Stop,” when required, shall mean complete cessation of movement. (Prior code § 3-5.113)
10.04.150 Stop or stand.
“Stop” or “stand,” when prohibited, means any stopping or standing of a vehicle, whether occupied or not, except when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device. (Prior code § 3-5.114)
10.04.160 Street car.
“Street car” means any device traveling exclusively upon rails. (Prior code § 3-5.115)
10.04.170 Traffic.
“Traffic” means pedestrians, vehicles, and street cars, either singly or together, while using any street for purposes of travel. (Prior code § 3-5.116)
10.04.180 Traffic authority.
“Traffic authority” means the chief of police of the city. (Prior code § 3-5.117)
