MISCELLANEOUS DRIVING RULES

10.36.010 Bicycles on sidewalks.
It is unlawful for any person to ride, use or operate a bicycle upon any sidewalk within any of the commercial districts of the City as designated in the City’s zoning ordinance. (Ord. 1243 § 2, 2024; Ord. 1005 § 2, 2003. Code 1964 § 12.40.010.)
10.36.020 Skate and roller-wheeled devices.
It is unlawful for any person to ride or use any skateboard, skate-wheeled coaster, belly board, roller skates, or similar contrivances, upon any street, sidewalk, or public right-of-way within the commercial district of the City as designated in the City’s zoning ordinance, any public park or pedestrian path, any municipal parking lots within the City, or any of the other areas where the riding or use of such devices is prohibited pursuant to HMC 12.36.030. 10.36.030 Clinging to moving vehicle.
It is unlawful for a person to attach himself/herself with his hands, or to catch on, or hold on with their hands or by other means, to any moving vehicle or train for the purpose of receiving motive power therefrom. This section applies to all public streets, sidewalks and all off-street parking facilities open to the general public. (Ord. 1243 § 2, 2024; Ord. 1005 § 2, 2003. Code 1964 § 12.40.030.)
10.36.040 New pavement.
No person shall ride or drive any animal or vehicle over or across any newly made pavement or freshly painted marking in any street when a barrier or sign is in place warning persons not to drive over or across such pavement or marking, or when a sign is in place stating that the street or any portion thereof is closed. 10.36.050 EPAMDs prohibited.
It is unlawful for any person to operate an “electrical personal assistive mobility device” as defined in CVC Section 313 on any sidewalk, walkway or pathway located within the downtown business district, except as may be otherwise permitted pursuant to Chapter 12.16 HMC. (CVC § 21282) This section is intended to restate, and not replace, supersede, or invalidate, City Ordinance No. 1000, which created Chapter 12.16 HMC and which regulates the use of EPAMDs within the City of Healdsburg.
