Chapter 1. Council
Sec. 2-1.01 Place and Time of Council Meetings.
The meeting place of the City Council shall be the Council Chambers in Hercules City Hall; provided, that such meetings may be held at such other place as may be designated by the City Council. Council meetings shall be held at such time as shall be established by resolution of the City Council. (Ord. 269 § 1, 1987)
Sec. 2-1.02 Council as Planning Agency.

Sec. 2-1.03 Salary of Council Members and Compensation of Redevelopment Agency Directors.
(a) Each member of the City Council shall receive a monthly salary of eight hundred thirty-one and 60/100 dollars ($831.60). In addition to such compensation, members of the City Council shall receive their actual and necessary expenses incurred in the discharge of their official duties. Such salary and expense reimbursement shall be paid with the first payroll distribution of each month and shall include salary and expense reimbursement payable for the immediately preceding month.
(b) Each member of the Redevelopment Agency of the City of Hercules shall receive compensation equal to thirty dollars ($30.00) for each meeting of the Redevelopment Agency attended by the member. No member shall receive compensation for attending more than four (4) meetings of the Redevelopment Agency during any calendar month. In addition to such compensation, members of the Redevelopment Agency shall receive their actual and necessary expenses incurred in the discharge of their official duties. Such compensation and expense reimbursement shall be paid with the first payroll distribution of each month and shall include compensation and expense reimbursement payable for the immediately preceding month. Sec. 2-1.04 Municipal Election Date.
(a) The general municipal election shall be conducted on the day of the statewide general election, the first Tuesday after the first Monday in November of each even-numbered year.
(b) Those City officers whose terms of offices would have, prior to the adoption of this section, expired on the Tuesday succeeding the second Tuesday in April of an even-numbered year, shall instead continue in their offices until no later than the second regularly scheduled City Council meeting after the day of the general municipal election, and until their successors are elected and qualified. Sec. 2-1.05 Appointment of City Officials.
(Repealed by Initiative March 15, 1988; repeal of this section shall not be repealed or amended except by a future vote of the people. Elections Code § 4013)
Sec. 2-1.06 Electronic Filing of Campaign Disclosure Documents and Statements of Economic Interests.
(a) Any elected officer, candidate, committee, or other person required to file statements, reports, or other documents required by Title 9 of the Government Code, commencing with Section 84100, except an elected officer, candidate, committee or other person who receives contributions totaling less than two thousand dollars ($2,000), and makes expenditures totaling less than two thousand dollars ($2,000) in a calendar year, shall file those statements, reports or other documents online or electronically with the City Clerk.
(b) Any person holding a position listed in Government Code Section 87200 or designated by the City’s conflict of interest code shall file any required statement of economic interest reports online or electronically with the City Clerk.
(c) In any instance in which an original statement, report of other document must be filed with the California Secretary of State and a copy of that statement, report or other document is required to be filed with the City Clerk, the filer may, but is not required to, file the copy electronically.
(d) If the City’s electronic filing system is not capable of accepting a particular type of statement, report or other document an elected officer, candidate, committee or other person shall file that document with the City Clerk in an alternative format. (Ord. 532 § 2, 2021)
