8.16.010 Enforcement of the Mobilehome Parks Act and the Special Occupancy Parks Act.
Pursuant to Subdivisions 18300(e) and 18865(e) of the California Health and Safety Code and Sections 1005 and 1006 of the California Code of Regulations, Title 25, Division 1, Chapter 2, the city of Highland does hereby provide notification to the Department of Housing and Community Development of its intent to cancel its assumption of responsibility for enforcement of the Mobilehome Parks Act (Health and Safety Code Section 18200 et seq.) and the Special Occupancy Parks Act (Health and Safety Code Section 18860 et seq.). The cancellation of the city’s responsibility for enforcement of the Mobilehome Parks Act and the Special Occupancy Parks Act shall take effect 30 days after the Department of Housing and Community Development’s receipt of this notice. 8.16.020 Schedule of fees – Administration and collection of fees.
The schedule of fees contained within the Mobilehome Parks Act shall be applicable within the city to provide for the cost of administration and enforcement of the Mobilehome Parks Act. The county department of environmental health services shall administer and collect these fees for deposit with the county treasurer to offset the cost of the enforcement responsibility. 8.16.030 Condition of mobilehome parks – Compliance with state provisions.
A. There exist within the boundaries of the city 15 mobilehome parks with a combined total of approximately 852 mobilehome dwelling units. The majority of the existing mobilehome parks are in a generally excellent to good condition. The remainder are in fair to poor condition in regards to compliance with this chapter.
B. With the adoption of this chapter, the city intends to meet the public protection intent and provisions of the California Health and Safety Code, Division 13, Part 2.1 (Mobilehome Parks Act) and related regulations of the California Administrative Code, Title 25 pertaining to mobilehome parks.
