2.30.010 Adoption of a safety policy.
The personal safety and health of each employee of this city is of paramount importance. The prevention of occupationally induced injuries and illnesses is of such consequence that it will be given precedence over any and all work to be accomplished, whenever necessary. The city will maintain a safety and health program conforming with the best practices of a city of this type and size. To the greatest degree possible, the city will provide the necessary facilities and equipment required for personal safety and health. (Ord. 363 § 1, 1980).
2.30.020 Basic elements of the safety/accident prevention program.
The following basic elements are essential for the preparation and accomplishment of a comprehensive, viable and effective safety/accident prevention program:
A. Department head assumes the leadership role;
B. Responsibility for safety and health activities is clearly assigned;
C. Possible accident causes are properly identified and either eliminated or controlled;
D. Appropriate safety and health training is instituted;
E. An accident record system is instituted and maintained;
F. A medical and first aid system is ready for possible use;
G. There is continued activity designed to foster on-the-job awareness and acceptance of safety and health responsibilities by every employee. (Ord. 363 § 1, 1980).
2.30.030 Safety officer.
There is created the position of safety officer for the city. He shall be appointed by the city council, to serve at their pleasure. The safety officer shall be in charge of and responsible for the city safety program. The duties of the safety officer may be combined with those of any other office or position. In the absence of the safety officer, the mayor, or in the absence of the mayor, the mayor pro tem, will assume the duties, responsibilities and authority of the safety officer and act for him in all matters prescribed in this chapter. The safety officer shall have the authority to:
A. Formulate and direct the city safety program;
B. Prepare and recommend to the city council the safety rules and regulations implementing this chapter, after meeting and conferring with each employee group;
C. Prepare and recommend to the city council revisions and amendments to the safety rules and regulations implementing this chapter;
D. Conduct regular safety inspections of all city property, buildings, shops and other public places to insure compliance with the safety rules and regulations and this chapter;
E. Take corrective or remedial action to eliminate or control safety violations or hazardous conditions;
F. Investigate any and all personnel accidents occurring on the job to determine the cause;
G. Prescribe and maintain such forms and records as are reasonably necessary to the implementation of the safety program and CAL/OSHA requirements;
H. Act as chairman of the city safety committee;
I. Perform such other duties as may be assigned by the city council. (Ord. 363 § 1, 1980).
2.30.040 Vehicular safety officer.
There is created a vehicular safety officer under the safety officer. The chief of police is designated as the vehicular safety officer by the city council and will so serve at their pleasure. Under the safety officer, the vehicular safety officer is responsible for that portion of the city safety program involving automotive/motorized vehicle or equipment operations. In the absence of the vehicular safety officer, the next senior officer in the police department will assume his duties, responsibilities and authority of the vehicular safety officer and act for him in all matters prescribed by this chapter. The vehicular safety officer shall have the authority to:
A. Direct and carry out that portion of the city safety program involving automotive/motorized vehicles and equipment;
B. Assist the safety officer in formulating that portion of the city safety program dealing with automotive/motorized vehicles and equipment;
C. Conduct regular safety inspections of all city-owned vehicles and motorized equipment;
D. Take remedial or corrective action to eliminate or control safety violations or hazardous conditions;
E. Investigate all accidents involving city-owned vehicles and motorized equipment to determine the cause;
F. Serve as a member of the city safety committee;
G. Perform such other duties as the safety officer or the city council may assign. (Ord. 363 § 1, 1980).
2.30.050 Rules and regulations.
The city council may, by resolution, make such rules and regulations as it deems necessary in the implementation of this chapter. (Ord. 363 § 1, 1980).
2.30.060 Safety committee.
As an integral part of the overall city safety program, the city shall maintain a standing safety committee composed of representatives of both management and employee groups. The purposes of the safety committee are:
A. To assist in providing total employee involvement in the city safety program;
B. Collectively and individually to make recommendations to the city safety program;
C. To assist the safety officer in carrying out the city safety program;
D. To report and discuss violations of the safety program and/or hazardous working conditions which may exist;
E. To promote the city safety program and communicate safety and health information to all employees. (Ord. 363 § 1, 1980).
2.30.070 Safety committee meetings.
The safety committee shall meet on a regularly scheduled basis as prescribed in the implementing rules and regulations, but in no case shall it meet less than once each calendar quarter. (Ord. 363 § 1, 1980).
