10.16.010 Licenses required.

It is unlawful for any person to operate or use a bicycle propelled wholly or in part by muscular power upon any of the streets, alleys or public highways of the city, without first obtaining from the chief of police a license therefor. (Ord. 320 § 1, 1972).

10.16.020 Issuance of licenses – Duration.

The chief of police is authorized and directed to issue, upon written application, bicycle licenses which shall be effective from the first day of January, 1973, to and including December 31, 1973; and thereafter, the licenses shall be issued for the calendar year, commencing on the first day of January of each of said calendar year, and ending on the thirty-first day of December of said calendar year. (Ord. 320 § 2, 1972).

10.16.030 Scope of license.

The licenses when issued shall entitle the licensee to operate such bicycle for which the license has been issued upon all the streets, alleys and public highways, exclusive of the sidewalks thereof, in the city. (Ord. 320 § 3, 1972).

10.16.040 Record of licenses.

The chief of police shall also keep a record of the date of issue of each license, to whom issued, and the number thereof. (Ord. 320 § 4, 1972).

10.16.050 Provision and design.

The city shall provide each year an anodized aluminum license, together with registration card, said licenses and registration cards having numbers stamped thereon in numerical order, beginning with Number 1, and indicating the year for which the same are issued. (Ord. 320 § 5, 1972).

10.16.060 Attaching licenses – Issuing cards.

Such license shall be suitable for attachment upon the frames of bicycles; and it shall be the duty of the chief of police to attach one such license to the frame of each bicycle and to issue a corresponding registration card to the licensee upon the payment of the license herein provided for. (Ord. 320 § 6, 1972).

10.16.070 Preserving licenses.

Such license shall remain attached during the existence of such license. (Ord. 320 § 7, 1972).

10.16.080 Disturbing of license or card.

It is unlawful for any person to remove, destroy, mutilate or alter any license or registration card during the time in which such license or registration card is operative. (Ord. 320 § 8, 1972).

10.16.090 Stamping of numbers on frames.

Nothing in this chapter shall prohibit the chief of police from stamping numbers on the frames of bicycles on which no serial number can be found, or on which said number is illegible or insufficient for identification purposes. (Ord. 320 § 9, 1972).

10.16.100 Amount of license fee.

The annual license fee to be paid for each bicycle shall be $0.50 and shall be paid in advance. (Ord. 320 § 10, 1972).

10.16.110 Transfer of license – Fee for registration.

Such license may be transferred when ownership of said bicycle is transferred, and a fee of $0.50 shall be paid on the registration of such transfer. (Ord. 320 § 11, 1972).

10.16.120 Disposition of fees.

All license fees collected under this chapter shall be paid into the general fund of the city. (Ord. 320 § 12, 1972).

10.16.130 Violation – Penalty.

Any violation of this chapter is an infraction and upon conviction thereof shall be punished as provided by Government Code Section 36900. (Ord. 397, 1988; Ord. 320 § 13, 1972).
