2-28.010 Planning Agency established.
A Planning Agency is established. The members of the Laguna Hills City Council shall serve as members of the Planning Agency. They shall perform the planning agency functions described in state law. (Prior code § 2-06.005)
2-28.020 Commissions established.
The City Council may establish by resolution such other boards or commissions as it deems necessary. (Prior code § 2-06.010)
2-28.030 Number of members.
Unless otherwise specifically provided in the resolution establishing a board or commission, each board or commission shall consist of five members. (Prior code § 2-06.020)
2-28.040 Qualifications.
Unless otherwise specifically provided by law, or by ordinance or resolution of the City Council, all members of boards and commissions of the city shall, at all times during their incumbencies, be bona fide residents and registered voters of the city. No member of any board or commission shall be a city employee, nor shall any person be a member of more than one board or commission at any one time. (Prior code § 2-06.030)
2-28.050 Applications.
All applications submitted to the city for board or commission positions shall remain active for one year and be maintained by the City Clerk. (Prior code § 2-06.040)
2-28.060 Appointment.
Members of each board and commission shall be appointed, and may be removed at any time, by a majority of the City Council. The chairperson of the board or commission shall be selected by a majority of the membership of that board or commission. (Ord. 2015-2 § 1: prior code § 2-06.050)
2-28.070 Term and reappointment limitation.
The term of each board or commission member shall be four years, with staggered terms, and shall expire on January 31st. When a commissioner’s term expires, reappointment is not automatic. The purpose and intent for not allowing automatic reappointment is to promote and encourage the opportunity for other qualified and interested members of the public to be appointed by the City Council to serve on boards and commissions. 2-28.080 Vacancies.
If vacancies in any board or commission occur, other than by expiration of term, such vacancies shall be filled by appointment for the unexpired portion of the term. The resignation will be in writing to the City Council, and a vacancy does not exist until the City Council accepts the resignation. (Prior code § 2-06.070)
2-28.090 Meetings—Quorum.
Except as otherwise established by action of the City Council, each board or commission shall establish a regular date, time, and place for meetings. A quorum of three shall be required for the transaction of any business. (Prior code § 2-06.080)
2-28.100 Absence from meetings.
Any board or commission member absent from two consecutive regularly scheduled meetings of their commission, or absent from three regularly scheduled meetings of their commission during a calendar year, may be removed from office. The City Council may declare a vacancy on the board or commission and direct the City Clerk to post the notice of vacancy and begin the application process to fill the unexpired term. Unless otherwise required by law, board and commission members shall receive no compensation. (Prior code § 2-06.100)
