9-76.010 Purpose and intent.

9-76.020 Growth management.
Growth management is the use of techniques, by government, to control the rate, amount, location, timing, and type of development. Laguna Hills is a developed community. Therefore, the primary growth management technique is the maintenance and modification of existing roadways to meet the transportation needs of the community and regional growth management plans. 9-76.030 Growth management program.
The city growth management program addresses development mitigation, phasing, and performance monitoring as well as infrastructure and capital improvement phasing and inter-jurisdictional coordination. The city adopted, will enforce, continue to utilize the Orange County ordinance (Measure M) until such time as local rules may replace it. (Ord. 98-8 § 2 (part): prior code § 9-36.030)
9-76.040 Transportation demand management (TDM).
TDM is designed to mitigate the impacts of development projects on transportation mobility, congestion, and air quality. All development applications are subject to TDM requirements. TDM requirements address parking and additional facilities provided by employers to encourage car pooling, alternate forms of transportation, and special transit programs. 9-76.050 Applications.
All development applications are reviewed for conformance with the growth management program and TDM requirements. The Engineering and Planning Departments will review applications for conformance to the growth management program and TDM plan. (Ord. 98-8 § 2 (part): prior code § 9-36.050)
9-76.060 Consistency.)
