2.41.010 Members.
The Airport Commission shall consist of five members, all of whom must be residents of the City of Livermore. Three members must be certificated pilots and no more than two members shall be tenants. (Ord. 2065 § 1(A), 2018; Ord. 1916 § 1(3), 2010; Ord. 1786 § 2, 2006)
2.41.020 Duties and responsibilities.
The City Council declares that the individuals appointed to the office of Airport Commissioner are intended to represent and further the interest of the aviation industry, and that such representation and furtherance will ultimately serve the public interest. Accordingly, the City Council finds that for purposes of persons who hold such office, the aviation industry is tantamount to and constitutes the public generally within the meaning of Section 87103 of the Government Code.
The Airport Commission shall have the following duties and responsibilities:
A. The commission is advisory to the City Council on:
1. Determinations of demand in support of future airport development pursuant to Section 1 of Resolution No. 2010-058;
2. Rendering a determination whether redevelopment of existing facilities may occur based upon need for significant rehabilitation, improvement or replacement; and
3. Other airport matters initiated and referred to the commission by the City Council.
B. The commission is advisory to the Planning Commission on:
1. Proposed development within the City’s airport protection area (APA) including proposed changes to the APA or the zoning at the airport.
C. The commission supports the goals and priorities adopted by the City Council relative to the airport’s operations.
D. The commission promotes the airport as an economic development tool and disaster recovery facility that benefits Livermore residents and the Tri-Valley.
E. The commission promotes citizen interest in the airport and promotes public participation in its use and operation.
F. The commission has a regulatory responsibility to:
1. Make a commercial aeronautical activity appeal determination pursuant to LMC 11.08.060;
2. Amend and approve the large hangar waiting list policy pursuant to LMC 11.08.080; and
3. Conduct appeal hearings pursuant to LMC 11.08.190.
G. The commission is advisory to staff on:
1. Airport safety and security matters;
2. Operational policies and regulations pertaining to tenants and users of the airport;
3. The airport noise monitoring and reduction program;
4. Planning for public and private development on the airport, consistent with adopted City general plan policies, the adopted community development code (zoning code), and the adopted 20-year capital improvement program budget;
5. The draft 20-year capital improvement program budget; and
