SURPLUS PROPERTY COMMISSION:

a. There is a need for a surplus property authority to function in this city, and such agency hereby is permitted to transact any business and to exercise any powers conferred thereon by the provisions of the municipal federal surplus property authority law (chapter 19, commencing with section 40500, of part 2, division 3, title 3, of the Government Code of the state of California).

b. Pursuant to section 40530 of the Government Code, the city council shall be the ex officio governing body of the authority and shall be known as the surplus property commission; and all the rights, powers, duties, privileges and immunities which are vested by the Municipal Federal Surplus Property Authority Law in such a commission shall be vested in the City Council, except as otherwise provided by the Municipal Federal Surplus Property Authority Law.
