7-19.1 Establishment and Designation of Crosswalks.

a. The City Traffic Engineer shall establish, designate and maintain crosswalks at designated places by appropriate devices, marks or lines upon the surface of the roadway, as follows: Crosswalks shall be established and maintained at all intersections and other places where the City Traffic Engineer determines that there is a particular hazard to pedestrians crossing the roadway subject to the limitation contained in paragraph b. of this subsection.

b. Other than crosswalks at intersections, no crosswalk shall be established in any block which is less than four hundred (400') feet in length; elsewhere, not more than one (1) additional crosswalk shall be established in any one (1) block and such crosswalk shall be located as nearly as practicable at midblock.

c. The City Traffic Engineer may place signs at or adjacent to an intersection in respect to any crosswalk directing that pedestrians shall not cross in the crosswalk so indicated.

7-19.2 Use of Crosswalks in the Business District Required.

No pedestrian shall cross a roadway other than by a crosswalk in any business district. (Code 1972 §19-86)

7-19.3 Manner of Crossing.

No pedestrian shall cross a roadway at any place other than by a route at right angles to the curb or by the shortest route to the opposite curb except in a marked crosswalk. (Code 1972 §19-87)

7-19.4 Standing in Roadways.

No person shall stand in any roadway other than in a safety zone or in a crosswalk if such action interferes with the lawful movement of traffic. This subsection shall not apply to any public officer or employee, or employee of a utility service when necessarily upon a street in line of duty. (Code 1972 §19-88)

7-19.5 Blind Persons:

Use of Guide Dogs and Canes; Right-of-Way.

a. Guide dogs if in harness or other necessary gear, or predominantly white canes, may be used on the streets and other public places in the City by persons wholly or partially blind as a means of guiding them or of protecting them and for the purpose of identifying them to drivers of vehicles and to other pedestrians with whom they come in contact upon the streets and public places.

b. For the purpose of guarding against accidents in traffic on public streets, it shall be unlawful for any person, except persons wholly or partially blind, to use a guide dog on the public streets of the City.

c. Any driver of a vehicle or pedestrian who is not wholly or partially blind and who, upon any public street of the City, approaches or comes in contact with a person wholly or partially blind using a guide dog harnessed or in necessary gear, or who is carrying a cane or walking stick white in color or white with or without a red end, shall immediately come to a full stop and take such precautions before proceeding as may be necessary to avoid accidents or injury to the blind or partially blind person.
