HEARING OFFICER:

a. The city manager or his designee shall select a fair and impartial hearing officer from a panel of hearing officers selected by city council for the administrative citation hearing. The hearing officer shall not be a current Lynwood city employee.

b. The employment, performance evaluation, compensation and benefits of the hearing officer, if any, shall not be directly or indirectly conditioned upon the amount of administrative citation fines upheld by the hearing officer. (Ord. #1598, §3)
