14.12.010 Required—Exceptions—Application.
No electrical wiring, devices, appliances, apparatus or equipment shall be installed within or on any building, structure or premises, nor shall any alteration or addition be made in any such existing electrical wiring, devices, appliances, apparatus or equipment without first securing a permit therefor from the chief electrical inspector, except as stated in the following subsections (1), (2), (3) and (4) of this section.
(1) No permit is required for the replacement of lamps or the connection of portable appliances to suitable receptacles which have been permanently installed;
(2) No permit is required for the installation, alteration or repair of electrical wiring, devices, appliances, apparatus or equipment for the operation of signals or the transmission of intelligence (not including the control of lighting or appliance circuits) where the electrical wiring, devices, appliances, apparatus or equipment operate at a voltage not exceeding twenty-five volts between conductors and do not include generating or transforming equipment capable of supplying more than fifty watts of energy;
(3) No permit is required for the installation, alteration or repair of electrical wiring, devices, appliances, apparatus or equipment installed by or for any public utility, municipal corporation or public district for the use of such utility, municipal corporation or public district in the generation, transmission, distribution or metering of electrical energy or in the operation of signals or the transmission of intelligence in the exercise of its function as a serving utility;
(4) No permit is required for the installation of temporary wiring for testing electrical apparatus or equipment.
Application for the permit, describing the work to be done, shall be made in writing to the chief electrical inspector by the person, firm or corporation installing the work. The application shall be accompanied by such plans, specifications and schedules as may be necessary to determine whether the installation as described will be in conformity with the requirements of this title. If it is found that the installation as described will in general conform with the requirements of this title, and if the applicant has complied with all provisions of this title, a permit for such installation shall be issued; provided, however, that the issuance of the permit shall not be taken as permission to violate any of the requirements of this title.
The permit when issued shall be for such installation as is described in the application and no deviation shall be made from the installation so described without the prior written approval of the chief electrical inspector. (Ord. 1282 § 2 (part), 2003: Ord. 765 § 4 (A), 1969).
14.12.020 Annual permit.
In lieu of an individual permit for each installation or alteration, an annual permit may, upon application therefor, be issued to any person, firm or corporation regularly employing one or more electricians for the installation and maintenance of electrical wiring, devices, appliances, apparatus or equipment on premises owned or occupied by the applicant for the permit. The application for such annual permit shall be made in writing to the chief electrical inspector and shall contain a description of the premises within which work is to be done under the permit. Within not more than fifteen days following the end of each calendar month, the person, firm or corporation to which an annual permit is issued shall transmit to the chief electrical inspector a report of all electrical work which has been done under the annual permit during the preceding month. 14.12.030 Special residential owner’s permit.
The chief electrical inspector may issue to an individual a special residential owner’s permit authorizing the individual to install, alter, change or repair any electrical wiring, devices, appliances, apparatus or equipment in, on or about a dwelling of which the individual is owner and in which he resides or intends to reside, but not elsewhere; provided, that no electrical work authorized under any such special residential owner’s permit shall be done, nor shall the owner holding any such permit allow any such work to be done, except personally by the owner to whom the permit is issued, or by a member of his immediate family; and if this or any other provision hereof is violated by the holder of the special residential owner’s permit, the permit shall be subject to immediate cancellation by the chief electrical inspector, and the holder thereof is liable to the penalty provided in Section 1.04.010. 14.12.040 Scope.
The requirements of this title are hereby specifically declared to govern and control the installation, alteration or repair of any electrical wiring, devices, appliances, apparatus or equipment in any building or structures owned or controlled by any private, public or quasi-public or agency except as to such electrical wiring as is specifically exempt under this chapter.
