2.08.010 Office created.

There is in the city government the office of City Manager. (Ord. 1, Sec. 1, 1964)

2.08.020 Powers and duties.

The city manager shall be the administrative head of the city government under the direction and control of the council. The city manager shall be responsible to the city council for the efficient administration of all the affairs of the city which are under his or her control. In addition to the general powers as administrative head, and not as a limitation thereon, it shall be his or her duty and the city manager shall have the power to:

(1)    See that all laws, ordinances and adopted policies of the city are duly enforced; and to perform all duties and functions, and make investigations, recommendations and reports as designated from time to time by the city council;

(2)    Appoint, promote, demote and remove all heads of departments, the city clerk and all subordinate officers and employees of the city, to transfer employees from one department to another, and to consolidate or combine offices, positions, departments, or units under his jurisdiction. Nothing herein contained shall apply, however, to the city attorney or city treasurer;

(3)    Exercise control over all departments and divisions of the city government and over all appointive officers and employees thereof. Nothing herein contained shall apply, however, to the city attorney, city council and advisory commissions to the city council;

(4)    Prepare and submit to the city council for review and approval personnel rules and regulations to facilitate efficient and economical services to the public;

(5)    Attend all meetings of the council and its committees, unless excused therefrom by the council;

(6)    Recommend in writing to the council for adoption such measures and ordinances as he deems necessary or expedient;

(7)    Keep the city council advised at all times as to the financial conditions and needs of the city;

(8)    Prepare and submit to the city council the annual budget;

(9)    To purchase or acquire, in the manner required by law, all property, equipment, services, materials and supplies for the city and for all departments and divisions thereof, provided that the purchase or acquisition thereof has been approved by the city council or is included in the budget which has been approved and adopted by the city council. No proposed expenditure may be submitted to the city council except on report of or approval by the city manager; provided, however, that the city attorney, heads of commissions and members of the council may submit proposed expenditures without such report or approval;

(10)     Exercise general supervision over all public buildings and other public property which are under the control and jurisdiction of the city council;

(11)     Devote his entire time to the duties and interests of the city;

(12)     To provide leadership to civic movements designed to benefit the residents of the city when so authorized by the city council;

(13)     To perform such other duties and exercise such other powers as may be delegated to him from time to time by ordinance or resolution of the city council. (Ord. 520 Sec. 1, 1984; Ord. 363 Sec. 1, 1976; Ord. 1 Sec. 1, 1964)

2.08.030 Public Projects--Exception.

Except as otherwise provided, this Chapter does not apply to the bidding requirements for “public projects,” as the same is defined in the Public Contract Code.

2.08.031 Emergency Public Project Work.

The City Manager, or in his absence, the Deputy City Manager, shall have the authority to order emergency work pursuant to Public Contract Code Section 22050 or any successor statute. If such action is ordered, the person ordering the work shall report to the Council at successive regular meetings stating the reason(s) justifying the continuation of the emergency work.
