ARRESTS FOR VIOLATIONS--AUTHORITY

9.36.010 Violations regarding buildings and construction.

In accordance with Section 836.5 of the California Penal Code and any subsequent amendments thereto, in the performance of his duties, the city manager, assistant city manager, city building inspector and city license inspector shall have the power, authority and immunity of a public officer and employee as set forth in California Penal Code Section 836.5 to make arrests without a warrant whenever he has reasonable cause to believe that the person to be arrested has committed a misdemeanor in his presence which is a violation of any ordinance of the city of Norco or any penal law of the state of California relating to the construction of buildings and structures, installation of plumbing, electrical and wiring fixtures, regulation of land use in the city of Norco by zoning, regulation of the design and improvement of land in the city of Norco by its subdivision regulations and regulation of health and sanitation in the city. 9.36.020 Violations regarding animals.

In the performance of his duties, the city manager, assistant city manager, city license inspector and animal control officer shall have the power, authority and immunity of a public officer and employee as set forth in California Penal Code Section 836.5 to make arrests without a warrant whenever he has reasonable cause to believe that the person to be arrested has committed a misdemeanor in his presence which is a violation of any ordinance of the city of Norco or penal law of the state of California relating to the care, treatment, control, licensing and impounding of animals, including but not limited to dogs. 9.36.030 Violations regarding fly control.

In the performance of his duties, the city fly control inspector shall have the power, authority and immunity of a public officer and employee as set forth in California Penal Code Section 836.5 to make arrests without a warrant whenever he has reasonable cause to believe that the person to be arrested has committed a misdemeanor in his presence, which is a violation of any ordinance of the city of Norco or the California Penal Code regulating and controlling the production of flies. 9.36.040 Animal control officer--Authority to carry weapons.

In accordance with Section 12031(c)(2) of the California Penal Code the city animal control officer when acting in the course and scope of his employment shall be and is hereby authorized to carry on his person or in a city vehicle loaded firearms or weapons of a type and caliber approved by city manager for such use. Each such animal control officer shall receive initial and recurrent training in the use of any type of firearm or weapon approved for use by the city manager, in order to establish and assure satisfactory proficiency in the use of such weapons commensurate with the safety and welfare of the general public. 9.36.050 Violations regarding vehicles and traffic.

(a)    In accordance with Section 836.5 of the California Penal Code and any subsequent amendments thereto, in the performance of his duties, the zoning and licensing officer shall have the power, authority and immunity of a public officer and employee as set forth in the California penal Code, Section 836.5 to make arrests without a warrant whenever he has reasonable cause to believe that the person to be arrested has committed a misdemeanor or infraction in his presence which is a violation of any ordinance concerning vehicles and traffic, or any Chapter of Title 10 - Vehicles and Traffic of the Norco Municipal Code.
