16.08.010 City traffic engineer – Office established.
The office of city traffic engineer is established. The city traffic engineer shall exercise the powers and duties with respect to traffic as provided in this title. [Ord. 11-021 § 2, 2011; Ord. 854 N.S., 1975; Ord. 325 N.S., 1959; Ord. 210 N.S. § 8-201, 1952].
16.08.020 City traffic engineer – Duties.
It shall be the general duty of the city traffic engineer to determine the installation and proper timing and maintenance of traffic-control devices and signals, to conduct engineering analysis of traffic accidents and to devise remedial measures, to conduct engineering investigation of traffic conditions and to cooperate with other city officials in the development of ways and means to improve traffic conditions, and to carry out the additional powers and duties imposed by ordinances of this city. 16.08.030 Traffic safety commission – Established.
(a) There is established a traffic safety commission to serve without compensation, and consisting of seven voting members who are not officers of the city, to be appointed and removed by the mayor with the approval of the city council. All appointees shall serve for a two-year term. Three of the members shall be appointed to terms ending on January 31st in odd-numbered years, and four for terms ending on January 31st in even-numbered years.
(b) The traffic safety commission shall meet once each month and may adopt such rules as needed for the conduct of its deliberations, including the selection of the member who shall serve as chairperson and one other member who shall serve as secretary.

16.08.040 Traffic safety commission – Duties.
It shall be the duty of the traffic safety commission:
(a) To receive complaints having to do with traffic matters;
(b) To recommend to the legislative body of this city and to the city traffic engineer ways and means for improving traffic conditions and safety;
(c) To appoint a representative to the Transportation Agency of Monterey County (TAMC) bicycle and pedestrian committee; and
(d) To review and make recommendations to the legislative body of this city regarding bicycle and pedestrian facilities within the city. [Ord. 18-013 § 2, 2018; Ord. 01-07 § 2, 2001; Ord. 210 N.S. § 8-204, 1952].
16.08.050 Required votes for actions.
An affirmative vote of a majority of the total members of the traffic safety commission shall be required for any action by the commission. [Ord. 02-30 § 8, 2002].
