2.32.010 Established.

Pursuant to Section 18900 of the Education Code there is established in and for the City a public library. (Ord. 470 § 9, 1982)

2.32.020 Trustees – Appointment.

The public library shall, consistent with the direction of the City Council, be managed by a Board of Library Trustees, consisting of five permanent trustees and an alternate trustee, to be appointed by the Mayor with a majority approval of the City Council, in accordance with PMC 2.08.030. (Ord. 1642 § 2, 2024)

2.32.030 Trustees – Term.

The trustees of the public library shall hold office for terms of three years. The members of the first board appointed shall so classify themselves by lot that one of their number shall go out of office at the end of the current fiscal year, two at the end of one year thereafter, and two at the end of two years thereafter. (Ord. 300 § 3, 1977)

2.32.040 Trustees – Vacancy filling.

Vacancies on the Board of Library Trustees shall be filled by appointment for the unexpired term in the same manner as the original appointments are made. (Ord. 300 § 4, 1977)

2.32.050 Trustees – Meetings.

The Board of Library Trustees shall meet at least once per month at such time and place as the board may fix by resolution. Meetings of the Board of Library Trustees shall be governed by the provisions of the Ralph M. Brown Act (Government Code Section 54950 et seq.). (Ord. 300 § 5, 1977)

2.32.060 Trustees – Advisory powers limitation.

The Board of Library Trustees shall have no independent powers except those expressly conferred upon the Board by the City Council and, further, shall have and exercise only advisory powers and roles to advise the City Council as to the powers and the duties enumerated in Sections 18910 through 18927, inclusive, of the California Education Code. The Board expressly does not possess and may not independently exercise any power or authority set forth in the California Education Code. (Ord. 1642 § 2, 2024)
