The office of Finance of the City is created and established. (Ord. 726 § 1, 1988)

3.02.030 Appointment – Assistants.
The City Manager may appoint a Director of Finance and one or more assistant Directors of Finance, who, during the absence of the Director of Finance, shall have all the powers, duties and responsibilities of the Director of Finance. (Ord. 726 § 1, 1988)
3.02.040 Powers and duties.
The office of Finance shall be directed by the Director of Finance. The Director of Finance shall have the following powers and duties:
(A) To supervise the Department of Finance;
(B) To cooperate with the City Treasurer and other officials of the City in establishing and maintaining sufficient and satisfactory procedures and controls over municipal revenues and expenditures in all departments, divisions, and services of the City in accordance with modern municipal accounting practices;
(C) In accordance with the provisions of Sections 40805.5 and 37209 of the Government Code of the state, the financial and accounting duties imposed upon the City Clerk pursuant to the provisions of Sections 40802, 40805 and 37201 through 37210 of the Government Code are transferred to the Director of Finance; and
(D) To perform other duties as prescribed by the classification plan for the office of the Director of Finance of the City. (Ord. 726 § 1, 1988)
3.02.050 Posting bonds.
The Director of Finance shall post a bond in the amount of $1,000,000 as required by Government Code Sections 37209 and 36518. (Ord. 726 § 1, 1988)
3.02.060 Reports.
The Director of Finance shall prepare and present to the Council, in sufficient detail to show the exact financial condition of the City, the following reports:
(A) A monthly, or more frequently as may be desired, statement of all receipts, disbursements, and balances of the City;
(B) An annual statement of report of the financial condition of the City; and
(C) Such other financial reports as may be required, including reports required by Government Code Section 53646. (Ord. 726 § 1, 1988)
3.02.070 Inconsistent nomenclature.
Wherever it appears in this code, or in any ordinance or resolution previously adopted by the City Council or by any of the City’s boards or commissions, the term “Finance Director” shall be construed to mean Director of Finance, Director of Operations, or Controller. (Ord. 1645 § 2, 2024)
