2.80.010 Establishment.

A youth advisory commission is established by this chapter. The purpose of this commission is to serve as a liaison between Pittsburg youth and the city council concerning issues that affect the quality of life for the youth of Pittsburg. The youth advisory commission provides information, makes recommendations and suggests policies to the city council on issues of civic engagement and community service. [Ord. 20-1477 § 1, 2020.]

2.80.020 Membership.

A. The youth advisory commission shall be composed of a minimum of nine and a maximum of 13 youth members and three youth alternates. At least three of the Commission Members must be from middle school, four from high school and two from college, unless there are no applicants. Additionally, there shall be four nonvoting adult members representing Pittsburg Police Activities League, Pittsburg Unified School District, and two at-large community. In no event shall the Pittsburg Police Activities League member be a city councilmember.

B. One member of the community advisory commission shall serve as a liaison to the youth advisory commission.

C. Youth members must be between the age of 13 years to 20 years at the time of appointment or reappointment and must reside within the city limits of Pittsburg, California.

D. Commission members are selected and appointed by the city council after submitting completed application and formal interview by the council.

E. The term of office for a youth commissioner is two years commencing August 1st and terminating on May 31st or until their successors are appointed. According to city council policy, members of permanent advisory bodies shall not serve more than two consecutive two-year terms. Members who have served less than four years at the time their terms expire are eligible for reappointment. [Ord. 20-1477 § 1, 2020.]

2.80.030 Chairperson.

There shall be a chairperson and vice-chairperson, which positions shall be filled pursuant to bylaws. The chairperson and vice-chairperson shall serve for a term of one year. A quorum for the transaction of business shall consist of half of the voting members plus one. [Ord. 20-1477 § 1, 2020.]

2.80.040 Meetings.

Meetings of the youth advisory commission shall be held on a regular basis and not less than 10 times per year unless there are extraordinary circumstances or lack of business. Agendas shall be posted and noticed as prescribed by law. Commission members shall attend all meetings or notify staff if they are not able to attend. City staff shall provide the city council with quarterly attendance reports. [Ord. 20-1477 § 1, 2020.]

2.80.050 Reimbursement for expenses.

A member of the youth advisory commission shall not receive compensation for the performance of his or her duties but shall be entitled to reimbursement for the actual and necessary expenses incurred by the member in the performance of his or her official duties for the city.

The city manager shall submit to the city council for its approval the classes and types of expenses which may be eligible for reimbursement. An item not on the approved list shall be approved before the expenditure is made to be eligible for reimbursement. Each item of reimbursement shall be approved by city manager.

In order to obtain reimbursement, a member shall submit evidence of the expenditure within 45 days of the date the expense was incurred. [Ord. 20-1477 § 1, 2020.]

2.80.060 Authority and responsibilities.

The youth advisory commission shall have the following responsibilities:

A. Provide input on youth services and programming to the community advisory commission, city council and city staff.

B. Address issues that affect youth in the community.

C. Assist the recreation department with the promotion and implementation of youth activities.

D. Generate an annual report on the progress of the youth advisory commission.

E. Attend all regular meeting and subcommittee meetings as assigned; attend the activities planned and sponsored by the youth advisory commission; and promote youth activities and provide support for successful implementation of youth activities and programs. [Ord. 20-1477 § 1, 2020.]

2.80.070 Committees.

The commission may appoint committees. All committees shall be comprised of less than a quorum of the commission. Committees may be appointed for the purpose of studying and advising the commission on any subject within the commission purview of its members comprising less than a quorum of the commission to study and advise the commission on any subject within its purview.
